因應我國防政策指導及兵役制度的改變,現行國軍各常備部隊均已執行全募兵制度,部隊成員均由志願役人員擔任,不同以往徵、募兵併行時,部隊同時由志願役及義務役人員組成,因役期不同,心態也就不同,故在管理及訓練上產生極大的差異。而現行募兵制度執行後,因成員均為志願役人員,因役期長,且人員均能自主性管理,故在管理及訓練上較能一致性,以減少部隊管理及訓練負擔。 因此,本研究係針對國軍執行募兵制度後,實際參與訓練及內部管理人員為研究對象,研討短期義務役及長期志願役的訓練比較差異,進而探究對訓練及內部管理的影響。主要研究目的,在探討陸戰部隊執行募兵制度後,現行的訓練及內部管理方式,可否執行當前各項任務與工作? 研究方法採質性研究之專家深度訪談之方式,來了解現行陸戰隊步兵部隊的兵役制度從「徵、募併行」調整為「募兵制度」後,在訓練及內部管理上將產生何種影響?再加上相關文獻、資料訪談內容來進行個案分析,以了解現行部隊官兵在執行募兵制度後對國軍訓練及內部管理之看法,並從受訪者的交談及意見交換後,重新思考未來各級部隊為了要達成各項任務與工作,在訓練及內部管理上應如何調整?
In response to changes in our national defense policy and changes in the military service system, the current national army’s units have all implemented the full recruiting system, which means that the members of the army are all served by volunteers. In the past, when the troops were recruited in parallel, the troops were also volunteered. The composition of the duty-duling personnel, the different periods of service, the mentality is different, so there is a great difference in management and training. After the implementation of the current recruitment system, since the members are all volunteers, the service period is long, and the personnel can manage themselves autonomously, so they are more consistent in management and training to reduce the burden of military management and training. Therefore, this study is aimed at the training of the national army after the implementation of the recruitment system, the actual participation in training and internal management personnel for research, to discuss the short-term compulsory service and long-term volunteer training differences, and then explore the impact on training and internal management. The main purpose of the study is to discuss the current training and internal management methods after the implementation of the recruitment system of the Marine Corps. Can the current tasks and work be carried out? Research methods: In-depth interviews with experts in procurement research to understand the impact of training and internal management on the military system of the current Marine Corps infantry unit from the "requisition and recruitment parallel" to the "recruitment system" ? In addition, relevant literature and data interviews are used for case analysis to understand the views of the current officers and men on the training and internal management of the national army after the implementation of the recruitment system, and rethinking the future after the interviews and exchange of opinions of the respondents. How should the level troops adjust their training and internal management in order to achieve various tasks and tasks?
