海軍酒駕常常是各大媒體報導的座上賓,然而海軍酒駕防制工作是否真的沒 有達到防制效果。就其近三年數據下降,證明日趨嚴格的法規加重,以及社會輿 論帶動檢討下,海軍軍紀教育、宣導更加重視酒後駕車嚴重性。 本研究採內容分析法、個案分析法,以「年」、「階級」測量單位,從 2019 年 1 月 1 日至 2021 年 12 月 31 日這 3 年的酒駕案件及肇案官兵階級統計及分析並 進行歸類,探討近年來肇生酒駕的差異,並說明制度改善是否有助於防制工作。 本研究發現「制度訂定」、「教育程度」、「自律性」及「年齡層」等均為影響 違反酒後駕車的肇因。其中以階級、年齡層越低的有肇案率越高,而透過長期的 軍紀教育、重懲列汰的行政懲罰宣導與個人經歷影響,肇生酒駕案件較低。 另外肇生酒駕官兵及單位幹部檢討是否合宜,這都是值得探討的課題,將有 待後續研究者加以研究。
DUI conducted by navy service members can often been seen on mainstream media reports, however, this leads to a question that is the navy DUI preventing efforts not working efficiently. On ther other hand, with the strengthening of DUI punishment, the DUI numbers had declined for three consecutive years, with the public opinion and harsher law, navy had its military discipline education accustomed to emphasizing the bad consequences of DUI. Both content analysis and case analysis were carried out in this study. Measuring by “years of service” and “rank”, starting from January 1, 2019 to December 31, 2021, all cases in this 3 year period were analyzed and categorized, exploring the differences between cases and to find out if institutional revolve did help improving DUI prevention This study finds out that “institution”, “level of education”, “degree of self- discipline” and ”age” did have significant relevance with DUI cases. Lower ranking and younger servicemembers are more likely to involve in DUI events. With long-term military discipline education, harsher punishment and personal experiences, the chances for servicemembers to break DUI regulations will be lowered. What's more, is the punishment of relevant officers really help to prevent DUI. These are something worth researching and waiting for us to explore.
