高中職學生從軍動機與意願之研究－以高雄市某二所高中職為例

摘要

2003年，立法院通過了《志願士兵服役條例》修正案，正式確立以志願役士兵為主，義務役士兵為輔的制度，只要是高中職以上學歷的屆齡男女都可報名，並提高了志願役士兵的薪資，藉以提高報考率及留營成效，然而，招募成效並未達預期效果，導致與原定期程往後順延至2018年實施。
探討高中生選擇志願役士兵的社會支持相關研究卻很少見，經查閱現有相關研究結果主要的社會支持來源依序來自「家庭支持」、「朋友支持」、「同事支持」及「師長支持」，並對情緒性支持與訊息性支持，在投效軍旅因素中社會支持中以家庭支持最為顯著。顯示家人在選擇志願役士兵的過程中佔有舉足輕重之，因此會直接影響人才招募的成效。
國軍積極推動「募兵制」，招募具專長、高素質且長役期人力，結合新一代武器裝備的獲得，使建軍備戰工作更為精進，以爭取民眾對軍事變革認同與支持，因應國防預算實需，完善的志願士兵生涯規劃，並應秉持務實宣導原則，俾利有意投身軍旅者得以『長留久用』；另退輔機制(就業、就學及職訓等)亦應先期妥慎規劃，創造社會與國軍「雙贏」局面。

In 2003, the Legislative Yuan passed the amendments to the Regulations on the Service of Volunteers and officially established a system in which volunteers are mainly volunteers and supplemented by volunteer soldiers. As long as they are high-school and above, men and women can register and improve. The salary of volunteer soldiers is used to increase the rate of application and the effectiveness of staying. However, the effectiveness of recruitment has not achieved the expected results, which has led to the implementation of the original schedule to 2018.
It is rare to discuss the social support research of high school students who choose volunteer soldiers. The main sources of social support after reviewing the relevant research results are from "family support", "friend support", "colleague support" and "teacher support". And for emotional support and informational support, family support is most significant in social support in the effectiveness of military factors. It shows that the family members play an important role in the selection of volunteer soldiers, so it will directly affect the effectiveness of talent recruitment.
The National Army actively promoted the "recruitment system", recruited specialized personnel, high-quality and long-term manpower, combined with the acquisition of a new generation of weapons and equipment, so that the work of preparing for the army is more refined, in order to win the public's recognition and support for military transformation, in response to the defense budget. Practical needs, perfect career planning for volunteer soldiers, and should adhere to the principle of pragmatic propaganda, and those who intend to join the military can be "long-term use"; the auxiliary mechanism (employment, school attendance and vocational training, etc.) should also be carefully implemented.
