影響志願役留營意願關鍵因素之研究–以東部某部隊為例

摘要


就每年度國防部統計的留營率觀察發現,志願役人員役期屆滿後,有部份志願役人員選擇離開部隊,導致每年留營的人數不如預期,雖然國防部持續改善部隊服役的環境和提高國軍的待遇,但這些部隊役期屆滿之官士兵,還是有部份不願意留在軍中服務,因此將應用層級分析法針對東部地區某單位志願役人員留營意願關鍵因素進行分析,藉此找出最有利於志願役留營的關鍵因子,作為國防部以及相關單位未來在推行各項事務及各項制度改善的參考運用。   基於上述的研究背景跟研究動機,針對東部某部隊內服役的志願役官士兵為研究對象,其中研究建立3個層級架構,歸納留營意願之要項包含3項留營準則及9項留營次要準則,可提供國軍各級幹部參考。在實施問卷分析時,將受訪對象依任職部隊類型區分為「戰鬥部隊」、「戰鬥支援部隊」及「勤務支援部隊」,依任職種類區分為「領導職」幹部、「非領導職」人員及「全體群組」等6種群組,運用交互分析,獲致一致性結果即「領導統御」為志願役留營意願的關鍵因素。

Observing the retention rates calculated by the Ministry of National Defense for each year, it has been found that after the completion of their term of service, some voluntary soldiers choose to leave the military, resulting in lower than expected retention rates each year. Although the Ministry of National Defense continues to improve the conditions of military service and raise the treatment of the military, some officers and soldiers whose term of service has ended still do not want to stay in the military. Therefore, this study will use the Analytic Hierarchy Process (AHP) to analyze the key factors affecting the retention of voluntary soldiers in a certain unit in the eastern region, in order to identify the most favorable factors for voluntary soldiers to stay in the military. This will serve as a reference for the Ministry of National Defense and related units in the future implementation of various affairs and system improvements.   Based on the above research background and motivation, this study focuses on voluntary officers and soldiers serving in a certain unit in the eastern region. The study establishes a three-level structure, summarizing the retention criteria into three primary criteria and nine secondary criteria, which can be used as a reference for military commanders at all levels. When implementing the questionnaire analysis, the respondents are divided into six groups based on the type of unit they serve in, including "combat units," "combat support units," and "logistics support units," as well as the type of position they hold, including "leadership positions," "non-leadership positions," and "all group members." Through interactive analysis, the consistent result is that "leadership command" is the key factor affecting the retention of voluntary soldiers.
