國軍單位組織承諾與續服意願之探討-以陸軍某單位為例

摘要


募兵制轉型一直以來為國防重要推動之政策,國軍常備部隊已於2018年起全面實施「募兵」制度,部隊現均為志願役官兵,為使官兵能長期穩定於軍中服務發展,蔚為國用,另陸軍自去年(2019年)下半年起開始執行「可恃戰力」專案,實施新一代組織編裝調整,在這次的調整中預估將可精簡員額約三千人,雖然在這次的組織調整中可瞬間提升單位編現比,暫時美化了相關數據,但若無法持續維持與補充人力,亦如同泡影一般。 募兵政策的推動,就是要轉變舊有以數量為主的觀念,由質量來取代的理念,積極招募並鼓勵青年從軍與官兵長留久任,本研究主以探討現役官兵在面臨役期屆滿時,無形因素的精神感受影響關聯性,並以陸軍南部某旅級單位基層官兵為研究對象,採用問卷調查方式,共發放720份問卷,回收711份,有效問卷606份(84.17%),驗證無形的續服因素,組織承諾與續服意願之關聯性, 研究結果顯示組織承諾對續服意願有正向且顯著相關性,努力承諾及留任承諾二個面向亦對續服意願有正向且顯著相關性,在不同背景變項中學歷及職務二項背景變項均達顯著差異,顯示可透過鼓勵官兵參與進修提升自我,擔任幹部歷練領導職務,均能改變想法觀念,提高認知度,本研究依據資料分析結果,提出建議,以供後續研究及實務參考運用。

The transformation of the recruiting system has always been an important policy for national defense. The standing army of the national army has implemented the "recruitment" system in 2018. The troops are now volunteers and soldiers. In addition, the Army has begun to implement the project of "Fightable Force" since the second half of last year (2019), and implemented a new generation of organizational adjustments. In this adjustment, it is estimated that the number of posts will be reduced by about 3,000. A unit adjustment can instantly improve the unit's cash ratio, temporarily beautifying the relevant data, and if it cannot continue to maintain and supplement manpower, it is like a bubble. The promotion of recruiting policies is to change the old concept of quantity-based, replaced by quality, and actively recruit and encourage young soldiers and officers and men to stay for a long time. The main purpose of this research is to discuss the current officers and soldiers facing the expiration of their service life. The mental experience of intangible factors affects the relevance, and the grass-roots officers and soldiers of a brigade-level unit in the southern army were used as the research object. A total of 720 questionnaires were distributed in the research questionnaire, 711 were recovered, 606 valid questionnaires (84.17%),were verified to verify the intangible factors of continued service. Correlation between organizational commitment and willingness to renew. The results of the study show that the organizational commitment has a positive and significant correlation with the willingness to continue service. The two aspects of the effort commitment and the retention commitment also have a positive and significant correlation with the willingness to continue service. There are significant differences in the variables, which shows that by encouraging officers and soldiers to participate in the training to improve themselves, as a cadre in a leadership position, they can change their ideas and improve their awareness. This study proposes suggestions based on the results of data analysis for subsequent research and practical reference use.
