營區在職專班對國軍人員生涯規劃之關聯性研究

摘要


面臨二十一世紀的資訊快速傳播和科技發達的時代,人類為了適應新時代潮流的變化,以終身學習當作基礎。近年以來回流教育盛行,使得高等教育的在職進修能夠普及化以及彈性化,促使組織愈來愈龐大、紀律嚴的軍職人員也能夠有機會在工作之餘中參加在職進修,補充自己更多的知識,以增加對自己在工作職務上的成就以及在個人生涯規劃上更加有確切的人生目標。 國軍人員是屬於一特殊的職業,其職業價值取向,偏向於個人內在價值的提升,即重視個人成就;對社會態度為之保守;人格特質則傾向權威性格。在「陸海空軍軍士官服役條例」中有服役年限之限制及軍事組織及兵力的調整規劃案之組織重新調整、人力裁減規劃下,大多數的國軍志願役軍官,不得不面臨屆滿年限退休或選擇提前退伍,去追尋個人的第二個生涯發展。除此之外,面對中共軍事現代化的進程,對我威脅已漸由數量優勢轉變為質量競爭,在兩岸軍力動態平衡中,我們必須更為積極地提升國家科技能力,實踐全民國防理念,創新戰略思維,持續國軍「質」的優勢,俾使我國家安全得以確保,區域穩定得以維持。 因此,本研究將針對有實際參與在職進修的軍職人員為研究對象,研討在參與在職進修的相關影響因素以及軍職個人在生涯規劃中的相關影響。主要研究目的是:探討軍職人員在職進修的影響因素和研究軍職人員在職進修影響因素對個人生涯規劃中的影響。

Faced with the era of rapid information dissemination and technological development in the 21st century, human beings are based on lifelong learning in response to changes in the trend of the times. In recent years, the prevalence of returning education has made the in-service training of higher education popular and flexible, which has enabled the large-scale and highly disciplined national army personnel to have the opportunity to participate in on-the-job training and enrich their additional knowledge to increase their position in themselves. Satisfaction and a more certain goal in personal career planning. The national army personnel belong to a special occupation, and their professional value orientation is biased towards the improvement of the individual's intrinsic value, that is, the emphasis on individual achievement; the attitude towards society is conservative; the personality trait is inclined to the authority character. Under the "Regulations on the Service of the Army, Navy and Air Force Sergeant Service", there are restrictions on the length of service and the organization of the national military organization and force adjustment plan, and the manpower reduction plan, most of the national military volunteers have to face retirement. Or choose to retire early to pursue your second career development. In addition, in the face of the process of military modernization of the Chinese Communist Party, the threat to me has gradually changed from quantitative advantage to quality competition. In the dynamic balance of cross-strait military strength, we must more actively upgrade the national scientific and technological capabilities, practice the national defense concept of the whole people, and innovate. Strategic thinking, the advantage of continuing the "quality" of the national army, has ensured the security of our country and the stability of the region. Therefore, this study explores the related influences of the influential factors involved in on-the-job training and personal career planning with the participation of national military personnel involved in on-the-job training. The main research purposes are as follows: to explore the influencing factors of the in-service training of the national army personnel and to explore the impact of the influential factors of the in-service training of the national army on personal career planning.
