國軍志願役人才招募之研究-以高三學生為例

摘要


為適應高科技戰爭的高素質人力需求、經濟及社會條件的變化,我國兵役制度已由「徵、募併行制」逐次轉換為募兵為主,並自2003年起開辦志願士兵招募工作,且逐年提高招募比例,預計於2016年底達成全募兵的目標。一個國家兵役制度的良莠及部隊組成人員素質的良窳,為一國軍力的重要指標,亦是國防政策能否能達成預期目標的重要因素之一。因應現代戰爭型態轉變國軍自1997年「精實案」起,歷經「精粹案」、「精進案」及馬上即將實行的「永固案」,實施數次組織精簡及編裝調整迄今,已大幅調降兵力總員額。 本研究依據所整理相關研究文獻回顧相之結論及成果,據以發展研究問卷,並進一步瞭解高中應屆畢業生加入國軍意願之影響,問卷內容由包含5構面、36問項,經描述性統計、t檢定、皮爾森積差相關、獨立樣本單因子變異數分析等方法,研究結果指出在薪資福利、招募策略及生涯規劃需再提升、強化及更多選擇。

The national policy of military service has changed to volunteer dominated from both of conscription and volunteer ways in order to adopt high-tech war and the change of economic and social environment. National Armed Forces has begun the recruitment of volunteer soldiers since 2003 and it raises the ratio yearly. The goal of all volunteer is set in 2016. Policy of military service and quality of military personnel are indicators of National power and are important factors for a country whether achieve the goal of defense policy. National Armed Forces has executed a series of streamline projects which are “Jin-Shih”, “Jin-Jun”, “Jin-Cuei”, and “Yung-Ku” projects that has cut the size of total number of military personnel since 1997. A questionnaire is created base on relevant literature, then conduct a sample survey for the fresh graduates of senior high school. After descriptive statistics, T-test, Pearson Product-moment Correlation, Stepwise Regression Procedure and Independent Sample One-way ANOVA, get the conclusion as reasonable salary and welfare policies, strengthen the overall recruitment strategies and career planning has more options.
