網路輿情對南海地區策略之影響–以海巡署處理廣大興28號漁船事件為例

摘要

網際網路的興起，讓人民習慣在網路上發表言論、討論與交流，也越來越喜於透過網際網路發表對國家政策議題的想法與看法。尤以近年來發現，民眾以網路來從事國家政治參與的百分比率是個人實體參與實質的三倍。因此，網路輿情蒐集、調查及彙整已成為我國政府當前應注意且重要的網路民意輿情分析與決策。
本研究以「廣大興28號」事件作為案例分析，從蒐集各網站、新聞媒體及FB臉書等網路輿情資訊，透過我國與菲律賓的漁業糾紛背景，探討南海爭端、區域組織影響、南海主權與政策問題。研究發現其涉及的問題不僅是一般的漁業糾紛，還包含國際法與國家責任、民事與刑事糾紛、人道原則、國格與外交等問題，更隱含著美國與中國相互較勁的南海安全議題。另外從網路輿情資訊來分析南海議題，亦可以發現南海諸多爭端，包含南海周邊國家對島礁的主權爭議、海上生物與非生物(礦產、能源)的爭奪及政治與軍事外交衝突。最後，本研究提出六點建議，以作為國家在南海政策運用之參考。

The rise of the Internet has made people accustomed to expressing remarks, discussions and exchanges on the Internet, and they have become more and more fond of expressing their thoughts and opinions on national policy issues through the Internet. Especially in recent years, it has been discovered that the percentage of people using the Internet to engage in national political participation is three times the actual participation of individual entities. Therefore, the collection, investigation, and aggregation of online public opinion has become an important and important online public opinion analysis and decision-making that the our government should pay attention to.
This study uses the "Guangzhou Xing 28" incident as a case analysis, from collecting various websites, news media and FB Facebook and other Internet public opinion information, through the background of the fishery disputes between my country and the Philippines, to discuss the South China Sea disputes, the influence of regional organizations, and the sovereignty of the South China Sea And policy issues. The research found that the issues involved are not only general fisheries disputes, but also include international law and state responsibility, civil and criminal disputes, humanitarian principles, national character and diplomacy, and more implicitly the security issues in the South China Sea where the United States and China are competing against each other. In addition, analyzing the South China Sea issues from the Internet public opinion information, we can also find many disputes in the South China Sea, including the sovereignty disputes over islands and reefs of the neighboring countries in the South China Sea, the competition between marine organisms and non-biological (minerals, energy), and political and military diplomatic conflicts. Finally, this study puts forward six suggestions to serve as a reference for the country's application in the South China Sea policy.
