國軍公文電子化節能減碳成效之研究–以南部憲兵部隊為例

自1990年代隨著資訊科技應用的進步，「電子化政府」在世界上許多國家形成潮流，也被視為提升國家競爭力及增進政府運作效能的重要政策。而在我國促進電子化政府計畫重要目標其中之一，即為推動公文電子交換作業，增進各機關公文處理效率，提升政府機關部門之行政效能，因此1993年公佈「公文程式條例」修正案，律訂機關公文須以電子文件發行，並責由行政院，訂定公文製作、傳遞、保管等相關辦法，正式推動政府機關公文電子化，1994年陸續頒布了「文書及檔案管理電腦化作業規範」及「機關公文電子交換作業辦法」等相關規定，並於1998年7月起開始全面實施，奠定了電子公文作業的基礎。國防部為配合行政院公文電子化之要求，亦建立完備作業機制，提升國軍文書與檔案作業效能，更持續研擬簡化文書作業流程，運用電子化處理，提高行政效能。而本軍依國防部政策，結合電子公文、線上簽核、電子檔案，期能藉由文檔作業全程電子化之推動，達成辦公室無紙化，以符合行政院及國防部公文減紙減量之「節能減碳」政策目標。然而，國軍公文電子化推行迄今，相關的研究頗多，然大多以公文電子簽章、檔案管理名詞彙編及認證機制、安全性評估等內容為主，但尚未有針對公文電子化與單位「節能減碳」成效關係進行深入探討的研究，因此，本論文以作者本身之前任職的南部憲兵部隊為主題，針對參謀公文處理流程與「節能減碳」成效進行研究，深入探討兩者之間的相關性，希冀藉由本研究，能提供相關單位作為爾後推動全面公文電子化之參考。

The official documents of the organs should be issued in electronic form and the relevant laws and regulations, such as the production, transmission and custody of the official documents, should be formally promoted. In 1994, the relevant provisions of the Standardization of Computerized Operation of Documents and Archives Management and the Electronic Exchange Operation Methods of Official Documents were promulgated and the full implementation of electronic document operation was completed in July 1998. In order to meet the requirements of the electronic affairs of the Executive Yuan, the Ministry of National Defense has also established a comprehensive operational mechanism to enhance the effectiveness of the military instruments and archives operations, and to continuously develop simplified procedures for the paperwork and to improve the administrative efficiency by using electronic processing. And the military in accordance with the Ministry of Defense policy, combined with electronic documents, online signature verification, electronic files, period can be used by the electronic operation of the electronic push to reach the office paperless to comply with the Executive Yuan and the Ministry of Defense document reduction " Energy saving and carbon reduction "policy objectives.
