陸軍營區房建物管理與維護之案例研究

中華民國國軍近年來規劃興安專案102案，採「集中預算、重點整修」方式，加速整(新)建老舊營區，改善官兵居住生活環境。本研究除參考相關文獻外，並結合工作經驗，以國軍現有營區房建物設施維護管理制度為啟始，漸次探討營區房建物設施現況執行相關問題，以現行人力執行檢討、管理組織制度、經費運用及案例探討等問題研究，經分析歸納後提出強化陸軍營區房建物設施維護管理建議。本研究從與現單位基層幹部訪談中，瞭解到單位內部人員工程專業背景不足，在工程事物上，從構想、設計規劃、發包營建、管理維護，所必須具備的專業能力與知識，非現各單位工程人員能夠有效執行與勝任。本研究建議今後相關工程案件應納入專業的建設公司參與諮詢，並透過專業協助處理龐大營建管理維護問題及相關整修工程，瞭解官兵生活設施改善規畫執行需求，增編工程管理組，編制專責各級相關營區設施維護小組專長人力納為編制成員，專司營區內各項設施維護管理工作，以落實設施維護管理工作；本研究並以問卷調查方式，徵詢相關整修事宜，更能周延營區修繕工程規劃等建議。

In recent years,102 military planning cases of Xingan project adopt the "centralized budget focusing on renovation" approach, speeding up the construction of old camps and improving the living environment in ROC military. In addition to the relevant literature, combination of work experience,beginning with the system of maintenance and management of existing buildings and facilities in the military, gradually explore the implementation of the status quo of such buildings and facilities related issues. The topics was reviewed and discussed about the present manpower implementation, management of organization system, utilization of funds in the case study. After analyzing and summarizing, the results of the study put forward suggestions to strengthen the maintenance and management of the military buildings and facilities in Taiwan,ROC. The conclusion of this study includes several tactics from the results of the interview with grass-roots unit cadres. When dealing with engineering, the conception, design and planning, construction, management and maintenance, the required professional skills and knowledge required therein, are far beyond the professional knowledge of engineering personnel of all units. This study also suggests that the contractor should be involved in the construction phase of military construction projects in the future. And through professionalism,out sourcing can be used to help deal with the huge construction management and maintenance issues, and barracks renovation project. Also, understanding the needs of the officers and soldiers is helpful to improve the living facilities of the army. Addendum Construction Management Team, which is responsible for the maintenance and management of various facilities in the camp area can be introduced to better implement the facilities maintenance and management work.By means of a questionnaire survey, it is necessary to consult relevant professians inorder to improve the planning of the renovation projects of military facilities in Taiwan.
