祥和計畫志願服務運用單位退場機制之初探-以臺中市為例

摘要


本研究旨在探討祥和計畫志願服務運用單位對退場機制之認知,以及影響志願服務運用單位達成退場機制指標之因素,了解志願服務運用單位在達成退場機制指標所面臨之困難。研究對象為臺中市之祥和計畫志願服務運用單位,所使用之研究工具為自行編製之「臺中市祥和計畫志願服務運用單位退場機制問卷」,以普查方式發出263份問卷,回收110份,有效樣本率為41.82%。經由描述性統計、雙變項分析、皮爾遜積差相關及變異數分析後,獲致以下結論: 一、志願服務運用單位在推動志願服務時所遭遇的困難與限制以行政管理能力、人力缺乏、經費不足為多。 二、志願服務運用單位多贊成實施退場機制,並認為指標訂定要求是為合理,然建議修改退場機制記點處置後再繼續執行。 三、志願服務運用單位當初加入祥和計畫的原因與志工需求與權益有關。 四、未能達成退場機制指標之因素多偏向「意願」問題,而非本身能力不足抑或環境因素。 五、志願服務運用單位未來繼續參與祥和計畫之意願與退場機制指標達成難易程度之認知有關。

The purpose of this study is to investigate the cognition of volunteer service team toward the Withdrawal Mechanism; the factors that influence volunteer service team to meet the Withdrawal Mechanism indicators and to understand the difficulties that volunteer service teams encounter to achieve the Withdrawal Mechanism indicators. The participants are Taichung City’s Peaceful Plan volunteer service teams. The applied research instrument is the self-designed questionnaire, “The Withdrawal Mechanism of Taichung City’s Peaceful Plan Volunteer Service Team Questionnaire”. 263 questionnaires were distributed applying the census method, 110 valid responses were recovered with the effective sampling rate of 41.82%. Having applied descriptive statistic, bivariate analysis, Pearson correlation coefficient and ANOVA, the analyzed results are summarized as follow: 1.The most common difficulties and constraints encountered by Peaceful Plan volunteer service team: insufficient of administrative capability, personnel and budget. 2.Most Peaceful Plan volunteer service teams support the Withdrawal Mechanism and considered that it is reasonable to design the indicators and to continue with the execution after revising the penalty points of the Withdrawal Mechanism. 3.The reasons for the volunteer service team to join the Peaceful Plan are correlated to the demands and rights of volunteers. 4.The reasons that the withdrawal mechanism indicators are unable to be achieved are mostly attributed to the willingness of the volunteer service team rather than the lack of capability or environmental factors. 5.Whether the volunteer service teams will join the Peaceful Plan in the future is correlated to their cognition of the difficulties to achieve the indicators noted in the Withdrawal Mechanism.
