臺灣建築物公共安全檢查申報管理資訊系統之探討

摘要

近年來，電子資訊科技已趨於發展成熟，人類已邁向資訊化社會，經由目前「建築物公共安全檢查申報系統」，建立電子化書表，有效加速申報資料處理速度，縮短作業流程時效，以提高建築物公共安全檢查申報率。本研究透過電子化申報作業之探討，期能有效管理建築物公共安全檢查人員確實對供公眾使用之建築物實施現場檢查，以確保供公眾使用之建築物安全無虞，提供國人優資安全生活環境，並有效提升行政管理效率。
本研究問卷調查結果對於「建築物公共安全檢查申報系統」的傳輸速度與穩定性不滿意，建議政府應立即加強改善。此外並有超過40％的受訪者不曉得可利用網際網路線上即時查詢建築物公共安全申報等相關資訊，建議政府應加強宣導，期許全國各縣市地方政府申報系統作業能統一及標準化，以提供零時差、零距離之辦理申報服務，縮短申報作業流程，加速建築物公共安全檢查申報資訊傳遞，提高行政效率，有效列管檢查及申報情形，以達到建構電子化申報統平台之目的。
本研究為便利檢查人員處理申報案件，建議可使用平板電腦實施建築物公共安全檢查與紀錄並透過網際網路線上傳輸功能，使檢查人員能更有效率處理案件與管理工作。

The use of electronics devices in information communications has been dramatically become very essential and critical due to the maturity and dramatic advancement in such technology in recent years. Therefore, human interaction in society became systematically informative, among which the electronic paperless documentation have been developed in the building public inspection results report system. The report percentage has been significantly increased due to the reduction in processing time and improved efficiency in report data management. The study, based on the on-line governmental inspection results report and information management system, was conducted to provide useful results to help complete accurate and sufficient on-site building inspection by designated professionals in order to assure safer living environment for civilians and to effectively upgrade the governmental administration efficiency.

The results of the survey conducted in the study revealed the un-satisfaction rate in as high as more than 40% with regard to the data transfer stability on the current on-line inspection results report system and actions for improvement are urgently needed. Besides, 37% of the surveyed inspection professionals were unaware of, with lack of knowledge, the current on-line report system. This includes not only the inspection results report, but also the related government administration information posted for the inspection professionals.

The results of the study also recommend that the electronic Plate device be used for future on-line inspection report and data management. More efficient report management and records administration can thus be achieved for both the inspection professionals and related government agencies.
