臺灣建築物公共安全檢查實務之研究

摘要

近30年來臺灣整體經濟環境演變，也因行政體制上政府地方自治管理文化的差異，衍生公共安全管理上差異性之深切問題。民國82年間公共安全火災頻傳，原有建築法及建築技術規則嚴重不符合時勢，政府管理上嚴重人力能力不足，建築使用管理者任意改變建築裝修，衍生諸多公共安全危害因子；為免情形持續不斷重複發生，政府亡羊補牢遂將建築法之建築管理與使用管理做出重大修正變革，期導正使用管理者對建築物安全維護與管理義務，並於民國85年至86年間廣納人力開辦講習，擴及其他民間建築相關專業人員、團體，依其行政命令及辦法衍生建築物公共安全檢查專業機構、人員，期望多方積極投入參與推動建築物公共安全檢查業務，從業人員得隨時瞭解修定法令，才能落實檢查加強保障人民生命財產安全。

The research was conducted to study the fire hazard mitigation operation with an emphasis on the differences in related law-enforcement at local and central government levels, and fire preventive facility inspection practice, which have become more serious issues as the country achieved remarkable economic developments in the past 3 decades. The differences are even more complicated and have negative impacts as a result of the law-making process at local level lacking of profession and adequate regulations over the fire-proof materials and interior decoration for private and public buildings. The study results revealed significant importance of using proper and effective interior decoration material for fire hazard mitigation, which has been brought to the attention of both government agencies and civilian sectors regarding the device and field inspection procedure for fire hazard mitigation in order to not only assure the safety of public and private apartment buildings, but also reduce risk of loss in lives and property due to fire accidents.

The results of the study indicate that the current inadequate professional inspector in fire hazard mitigation program should be seriously reviewed and proper incentive of motivation for promoting both the inspectors and building owners should be promptly implemented by the government authority with inputs from related professional groups such as fire marshal, fire hazard mitigation inspector, architect and mechanical engineer. General publics should be well informed and self educated and trained with respect to the fire hazards mitigation programs with the help from local fire marshal and related professional organizations. Participants from all parties should be enhanced to signify their responsibility of fire prevention as to reduce the risk of losing lives and properties in the event of fire accidents.
