營建廢棄物處理場與再利用機構之差異分析

摘要


根據內政部建築研究所之研究報告顯示,國內每年平均約產生四百六十萬立方公尺之建築廢棄物,欲妥善處理並充分再利用此龐大數量之建築廢棄物,必須仰賴建築廢棄物收容處理場進行收受與處理。 在政府積極推動營建廢棄混合物處理下,營建廢棄混合物分類業者如雨後春筍般的設立完成。國內合法的處理業者有以環保署廢棄物清理法體系下申請的處理機構,與以內政部營建署公告再利用方式種類申請的再利用機構,其二者雖處理同樣的營建廢棄物,卻存在有許多不同之處。 本研究主要目的為藉由分析比較國內營建廢棄混合物處理與再利用機構在法令、營運管理、經營財務及內外在環境等面向的實際狀況,以了解二種業者的差異性。主要的研究方法包括相關營建廢棄物法令的收集回顧、興辦所依據的法令調查、業者的營業數據調查、本量利分析之損益平衡點分析、損益表分析、SWOT分析及碳排放量分析。 本研究結果發現,雖然在法令限制及營收狀況上,再利用機構相對比處理機構稍具競爭優勢,但真正決定該產業是否得以繼續生存的最大關鍵卻是政府對於營造業所產生廢棄物質的管制機制及執法方式。為能讓環境得以永續發展,必須讓合法的營建廢棄物處理業者能生存,並提升國內建築廢棄物之回收與再利用績效,因此筆者提出法令及行政措施的修正建議。

According to the study of the Ministry of the Interior Building Research Institute, domestic volume of construction waste reaches about 4.6 million cubic meters in Taiwan per annum. To make sure that this huge quantity of construction waste can be properly processed and recycled, it is essential to have waste disposal sites to collect and process construction waste. As a consequence of the aggressive promotion of construction waste mixture treatment by official departments, a great deal of construction waste disposal sites had established in recent years. There are two types of legal construction waste disposal sites, one is the construction waste processing plants complying with the EPD Waste Disposal Act, and the reutilization institutions licensed with the regulation announced by the Ministry of the Interior Construction and Planning Agency. Although these two waste disposal sites process the same construction waste, there are many differences existing between them. The main study objective of this research is to understand the variances between the waste processing plants and the reutilization institutions via comparing and analyzing the current situation in terms of the regulation, business management, financial model, internal and external business environment. The major research methodologies are collection and review of construction waste-related Laws and Regulations, comparison of regulations for site establishment, analysis of Revenue and Cost data, Break-Even analysis, Profit & Loss analysis, SWOT analysis and Carbon Emission analysis. The research discovered that the reutilization institutions are slightly competitive than processing plants in the perspectives of regulation restriction and financial situation. However, the critical factors to determine the existence of these two waste disposal sites are official management regulation and execution of construction waste. In order to have sustainable development of the living environment, it is recommended to revise the laws, regulations and administration, so the legal waste disposal sites could exist, and furthermore, the treatment and reutilization performance of construction waste could be enhanced.
