臺北自來水事業處是一個具有企業性質的公營事業機構,目前正積極建構平衡計分卡制度,以滿足市民的期待。但是不論在平衡計分卡的推動,及日常績效的提升,甚至更高階層的策略擬定,北水處皆感覺到知識活動的動力不足的情形。 本研究主要採用質性的個案研究方法,以同時具有服務性質及公營事業特性,且已導入平衡計分卡的北水處為研究對象,建置以平衡計分卡進行知識管理策略導入。 整體而言,本篇研究達到下列具體成果: 1.開啟平衡計分卡結合知識管理建置之研究模式: 有關知識管理及平衡計分卡,過去較少有將兩者結合建置之研究。因此希望藉由本篇研究,提供學者作為擴大未來研究知識管理與平衡計分卡之參考。 2.提出知識管理與平衡計分卡結合建置的系統架構: 建置「以平衡計分卡進行知識管理策略導入」整合模式(A Balanced Score Card carry on Knowledge Mangement strategy importation ),將知識管理與平衡計分卡結合,幫助北水處做最有效的革新管理。 3.增加公營機構推動效益經營工具(平衡計分卡與知識管理)的研究案例: 平衡計分卡及知識管理的研究對象,多為高科技產業及顧問服務業。本研究之對象為公營機構「臺北自來水事業處」,該機構在臺灣為同時具備營利及服務性質之公營事業。期望藉由本篇研究,開啟更多對具營利及服務性質的公營事業單位,有關平衡計分卡及知識管理導入運用之議題的研究。
As a institution of Enterprise nature, Taipei Water Department (TWD) positive constructs the Balanced Score Card (BSC) as a performance measurement framework, to meet the expectation of cosmopolitan citizens in Taipei. However in the action of BSC, or promote the performance of daily work, even plan the strategy of higher level, felt that the power of knowledge activity is insufficient. This paper followed a qualitative approach and pursued case studies, look into that the Department taking the BSC as a performance measurement framework, constructing a BSC carry on Knowledge Mangement (KM) strategy importation. Being as for the whole , This paper achieves following contribution: 1.Start up the reference study on the subject of BSC and KM at the Public-operated organization in the future. 2. To test and verify the supplementary relations about BSC and KM, establishes a BSC carry on KM strategy importation, help TWD makes the most effective innovation management. 3. Provides reference as the expanded research on BSC and KM in the future.
