以社會交換理論探討機構間的合作策略

摘要


隨著兩岸軍事科技發展與軍費投入逐漸失衡,如何運用高素質人力在不對稱、有限度的短期戰爭中尋求勝利,已成為國軍當前建軍備戰之重要課題。國防部於1997年正式開辦大學儲備軍官訓練團(ROTC),希望藉由就學期間優渥的獎、助學金及有效的課程設計之優勢,吸引各民間大學優秀人才投身軍旅,提高軍官幹部之素質及形象,廣拓基層軍官來源,並期許ROTC儲訓團成為建立堅實軍隊、厚植戰力的基礎,將教育與國防相結合的典範制度。 本研究以社會交換理論為基礎,以國防部與南部某科大合作推動大學儲備軍官訓練團教育作為案例進行個案研究,目的在瞭解國防部與南部某科大ROTC教育中心之間的互動模式與合作關係,以及合作過程中所可能面臨的困難與挑戰。以社會交換理論所強調的構面:社會吸引、共同價值觀、信任與承諾為核心,探究雙方進行社會交換之行為,瞭解雙方如何達到互惠互信、共存共榮,是否因為資源與價值理念的交換,共同創造彼此的目標與願景之實現。 研究結果發現,對於國防部而言,這樣的合作關係得以補充基層軍官來源、提升組織人力素質、形塑國軍優質形象,另外也提供招募工作者自我成長的機會;對於南部某科大來說,對本身助益則為新生註冊率的維持、學士班以下就學穩定率的提升、場域設施的擴充、學生品德教育的強化與尊師重道的倫理復興。

With the development of military technology and the military expense getting imbalance cross - straits, how to use the high-quality manpower to seek victory in asymmetric limited short-term wars has become the most important topic for the National military. The Ministry of National Defense has inaugurated the Collegiate Officer Recruit Program starting from year 1997, in expectation to obtain aspired young people of college to join the military leveraging the generous scholarships and effective program design during the study period. Moreover, improving the quality and image of officers, broaden the source of basic-level officers. The program also looks to build up a strong military troop from the ROTC pool and demonstrate a successful collaboration between education and military. This research uses the Social Exchange Theory, taking the cooperation to promote education of ROTC between the Ministry of National Defense and Southern University to conduct the case study as the object, the interactive model and partnerships of goals in the understanding between Ministry of National Defense and ROTC Training Center of Southern University, difficulties and challenges during the process of cooperation. exchanged the important construction scope that the theory emphasized the social attracts, values, trust and commitments. Explore the behavior of the two parties in social exchanges, and understand how the two parties can achieve mutual benefit, mutual trust, coexistence and common prosperity. And whether it is due to the exchange of resources and values to jointly create the realization of each other's goals and visions. This result of the study finds, for Ministry of National Defense, such a cooperation relation can supple the source of grass-roots officers, improve the quality of the organization's manpower, shape the image of the National military, and also provide opportunities for recruiters to grow themselves; As to Southern University, The benefits for itself are the maintenance of the registration rate of freshmen, the improvement of the steady rate of school attendance below the undergraduate degree, the expansion of facilities, the strengthening of student moral education and the ethical revival of respect for teachers.
