中部四縣市國民小學學校組織文化與創新經營之研究

論文名稱:中部四縣市國民小學學校組織文化與創新經營之研究 摘 要 本研究旨在探討國民小學學校組織文化與學校創新經營之關係。依據競值架構將學校組織文化分為共識文化、發展文化、層級文化與理性文化四種文化類型。而學校創新經營則分為行政運作、知識分享、外部關係與校園環境四種經營類型。本研究採用問卷調查法,選取台中縣、台中市、彰化縣及南投縣之國民小學教育人員共700人作為研究樣本,可用問卷552份,可用率78.9%。以t考驗、單因子變異數分析、Pearson積差相關等統計方法進行分析。 研究結論如下: (1)目前國民小學學校組織文化趨向於「共識文化」;創新經營以「校園環境」知覺最高。(2)在不同個人背景變項的「年齡」、「現任職務」、「學歷」及「服務年資」等有顯著差異,以50歲以上、擔任校長、研究所畢業、服務年資25年以上,在學校組織文化與學校創新經營之知覺程度最高。(3)在不同學校背景變項的「學校地點」、「學校規模」、及「創校歷史」等有顯著差異,以「台中市」、「37班以上」、「10-未滿40年」,在學校組織文化與學校創新經營之知覺程度最高。(4)學校組織文化與學校創新經營的各層面,皆呈現高度正相關,以「發展文化」的相關最高,而「共識文化」的相關最低。 根據研究結論,對教育主管機關之建議有: (1)關注地方教育需求,均衡城鄉教育發展;(2)強化學校行政人員之專業發展,型塑優質學校組織文化,提昇創新經營績效;(3)定期辦理知識分享活動,並獎勵績效卓越之經營團隊,以催化學校創新之動力。 對學校行政人員之建議為: (1)營造學校成員創新知識分享之氣氛,以增進校務創新之可能;(2)建構彈性多元的行政運作思維模式,跳脫傳統價值的束縛;(3)實施知識管理,提升教師專業發展;(4)授權賦能,提供資淺人員更多參與機會。

The purpose of the study was to investigate the relationship between organizational culture and innovation management in elementary school.Based on competing values framework, organizational culture can be divided into the consensual culture, the developmental culture, the hierarchical culture and the rational culture. School innovation management can be divided into the administrative operation, the knowledge share, the external relation and the campus environment. This study adopted questionnaire survey method. Questionnaires were mailed to 700 elementary school teachers in central Taiwan. The usable were 552 and the usable rates was 78.9%.The collected data were analyzed by using t-test, one-way ANOVA, Pearson product-moment correlation. The conclusions of this study are: (1)The present elementary school’s organizational culture tends to be"the consensual culture";when it comes to the innovation management, "the campus environment" is highly emphasized.(2)In the variable of person background, "age"、"administrative tasks taken"、"highest educational diploma" and "years of service in education" have significant distinction. The persons who are 50 years old or above、holds the post of principal、graduated from the research institute、work in their career for over 25 years, have highest consciousness about the school organitational culture and the school innovation management.(3)In the variable of school background, "location of school"、"scale of school" and " history of school " have significant distinction. The schools at Taichung city、bigger than 37 classes、10 to 40 years old, have highest consciousness about the school organitational culture and the school innovation management.(4)There was a high positive correlation between school organitational culture and school innovation management, the developmental culture is highest and the consensual culture is lowest. According to the conclusions of this study, the suggestions to the education authority are: (1)to pay attention to education needs in order to balance education development between city and country,(2)to strengthen professional development of the school administrators and cultivate the high quality school organitational culture in order to promote innovation management achievements,(3)to offer activities about knowledge sharing and prize the efficient management team in order to encourage the school to be creative. The suggestions to the school administrators are: (1)to build the atmosphere of sharing the new knowledge among school members in order to promote possibilities of the school innovation,(2)to establish the multiple mode of thinking in administration operation in order to avoid to be trid by traditional value,(3)to practice knowledge management in order to promote the teacher’s professional development,(4)to offer the new staff more opportunities in order to make them empowerment.
