設置後備軍人輔導基金可行性之研究

摘要


本研究旨在研議設置「後備軍人輔導幹部基金會」之可行性,提供後備軍人輔導幹部之安全與權益保障,讓這群龐大的國防志工能夠無後顧之憂、全心全力的協助國家社會之穩定、服務退役同袍。 本研究採行文獻分析、深度訪談、學者專家座談會等方式,蒐羅各方建言,並比較警察與消防人員相關特種基金與基金會,解析成立基金會之各種可行性評估,包括政治、行政、法律、技術、財務、及經濟等層面之可行性,並完成演繹闡釋。研究結論包括(1)必須強化後備軍人輔導組織之功能與宣傳,使民眾瞭解後備幹部在做甚麼;(2)比照義警消之模式,成立「後備軍人輔導幹部基金(會)」實屬必要;(3)設置「財團法人後備軍人輔導幹部基金會」或「(特種基金)後備軍人輔導幹部基金」均屬可行。最後,提出可行方案之優先順序為:最佳方案採【丙案】爭取納入「警察消防海巡移民空勤人員及協勤民力安全基金」;其次為【甲案】設置「財團法人後備軍人輔導基金」。

This study will explore how to set up a foundation for supervisors of the reservist military. To provide the security, rights and interests protection for the reserve military personnel so that this large group of national defense volunteers to be worry-free and wholeheartedly to assist the stability of state and serve the decommissioned persons. In this study we use literature review, in-depth interview, and scholar and expert symposium’s methods to collect the research data. We not only compare the special funds and foundations of police and firefighters but also study the variety of possibility to establish the foundations including thinking of political, administrative, legal, technical, financial and economic aspects. The conclusions of this study include: (a) strengthening the functions and propaganda of reserve military counselling organization so as to make the public aware of what the reserve cadres are executing and providing; (b) it is necessary to set up the foundation for supervisors of the reservist military imitated from the patterns and experiences of police and firefighters; (c) it is practicable to set up both of “corporation foundation” and/or “special fund” for the supervisors of the reservist military. Last, this study proposes the priority of feasible options: First, to join “The police, firefighters, coast guard, immigration, aircrew and the association for civil security fund”. Second, setting up “The foundation for supervisors of the reservist military”.
