社區總體營造關鍵成功因素之探討-以台中市楓樹社區為例

楓樹社區自1991年開始，即配合政府之社區經營計劃推動社區發展。經過這些年的努力經營，已累積了許多豐富的社造成果，更成為其它社區的楷模，其實為一個社區營造的成功實例。本研究主要是透過深度訪談法，與研究個案之當地居民及社區協會理事長進行深度訪談，共訪談九位，並透過參與式觀察法，實地進入社區來進行研究資料的蒐集；本研究想瞭解楓樹社區在社區總體營造的過程中，有哪些關鍵因素會影響其成功，所得結果據以提供政府或其它社區之參考。而根據研究結果，得知楓樹社區總體營造的關鍵成功因素可劃分為三大內涵：一、核心內涵：社區組織及社造理念。二、實質內涵： (一)人文景觀環境。 (二)產業資源。 (三)領導者。 (四)人力資源。 (五)居民參與。三、外部支援與意象內涵： (一)政府相關輔導、補助。 (二)策略聯盟。 (三)知名度。社區總體營造欲成功實施，必須鞏固核心內涵、強化實質內涵，以及增加外部支援與意象內涵。

The Taichung Maple Community (TMC) struggled for years to accumulated lots of very valuable community empowerment experiences after conducted the government’s plans which involved the community to develop their own special characteristics. Thus it became a model for other communities where the example highlights the success of community empowerment. This study aimed to explore the practices of critical success factors (CSFs) of the community empowerment at the TMC. The data was collected by the methods of in-depth interview which involved the committee chairman and 8 local residents, as well as observed the community in general. Concluded the results, the CSFs to the community empowerment of the TMC can be generalized for three connotation： 1.Core Connotation Include community organization and empowerment idea. 2.Essential Connotation (1).Humanities landscape environment. (2).Industrial resources. (3).Leader. (4).Human resources. (5).Residents participation. 3.External Support and Image Connotation (1).Government related guidance, subsidy. (2).Strategie alliance. (3).Populatiry. There are three compounded CSFs dimentions among community empowerment. Firstly, it is neceessary to enhance the core connotation. Secondly, enforce the essential connotation. Finally, enrich the external support and image connotation.
