整合ISO 9001與TTQS品質管理系統概念於企業策略規劃之個案研究

全球經濟緊密相連，面臨中美貿易的衝擊，經濟近年來發展緩慢，再加上國內人才外流、少子化衝擊的狀況，企業面對經營環境快速變化，永續經營，將考驗企業領導者，擬定策略目標則是面臨經濟嚴峻的經營環境下，必要執行的戰略。個案公司在業界已有三十多年歷史，經營管理者仍有早期傳統且保守的經營思想觀念，面臨近年國內工業環境的改變，及全世界經濟快速發展，產業內外環境急速變化，必須重建公司組織文化，制定完整戰略目標，才能在台灣永續發展。本研究以個案公司為主，首先藉由文獻資料的蒐集，探討最新版ISO 9001：2015品質管理系統，同時發現可以整合TTQS人才品質管理的基礎架構，並運用於策略架構，再結合周少凱(2001)提出CWBP之策略規劃架構，設計訪談內容，依據訪談資料分析企業內部關鍵成功因素，再透過外部經營環境偵測、競爭態勢分析，最後依研究結果擬訂企業明確的策略目標，並制定企業年度目標，使企業維持競爭優勢，滿足顧客要求，並不受外在環境的急速變化，永續經營。

The global economy is closely linked, in recent years, most of enterprise are facing the impact of U.S.-China trade war, the diminishment of economical development, the talent loss and the harsh condition of the lower birth rate. Hence, it would test the leadership of enterprise who must maout the strategic goal which is the key point for the future operation under the rapid change of operating situation and permanent business development. Company C has been established for over thirty years, and the management team still runs company in a traditional way and conservative ideas, facing changes in the domestic industrial environment in recent years, and the rapid economic development of the world, the rapid changes in the environment inside and outside the industry, we must rebuild the company's organizational culture, formulate a complete strategic objectives, First by the collection of literature, to explore the latest version of ISO 9001:2015 quality management system, and integrate TTQS talent quality management infrastructure,, as well as the CWBP by Shao Kai Chou who proposed in 2001. Furthermore, it also includes information analysis, operation environment detection and competition situation analysis after interviewing. At last, according to the analysis to mahout the correct development strategy goal for the enterprise and emphasize on talent training and education.
