跨國汽車公司在東協生產網絡之研究

摘要


隨著東協自由貿易區(AFTA)的形成,全球汽車生產網絡「鑲嵌」東南亞地區之中,跨國汽車生產的企業策略聯盟(strategic alliance) 尤其引人注目。因此,本文利用產業分析對跨國汽車公司在東協四國的佈局及策略動機做研究,同時分析日本、美國、及歐洲在東協的汽車生產網絡,其研究結果顯示: (一)日本豐田、三菱等汽車集團在東協生產網絡的建構大致採取循序漸進的手段,採垂直分工的簡單技術移轉、水平分工納入當地零部件生產據點的建立,以及利用東協生產基地進入全球生產體系。 (二)歐美跨國汽車公司與日本跨國汽車公司在東協彼此競爭。各大汽車集團之間通過企業重組、策略聯盟、網絡企業組織等形成了密切的合作關係。而其中策略聯盟發揮了極其重要的工作。 (三) 汽車生產網絡一方面通過技術移轉和擴廠、結合當地企業採取設備和技術更新、技術諮詢及培訓等方式,促使當地技術能力的提升; 另一方面,通過選擇當地最有可能進行技術更新的優質企業,進入整個汽車生產網絡,提升當地企業的技術升級,就得依賴跨國企業的全球策略。

Through the emergence of ASEAN Free Trade Area (AFTA), global automakers have become embedded in Southeast Asia, with transnational corporations and strategic alliances between automotive moguls drawing plenty of attention. In light of this, the article intends to conduct an industry analysis of transnational automakers’ deployment and their strategic motives in the ASEAN Four. At the same time, the networks of Japanese, US and European automakers in ASEAN were also analyzed. The research results revealed: (1) Japanese automakers such as Toyota and Mitsubishi have created their production networks in ASEAN in a progressive manner. In other words, it involves vertical specialization in the form of simple technology transfer and horizontal specialization in the form of local component manufacturing plants as well as ASEAN production base in order to enter the global production system. (2) Competition between European/US transnational automakers and Japanese transnational automakers in ASEAN is extremely fierce, but major automakers have established close partnerships with one another through corporate restructuring, strategic alliance and network organization. In particular, strategic alliances have played a crucial role. (3) In terms of production network, force local enterprises to implement equipment, technology upgrade, technical consultation and training via technology transfer/diffusion and localized structure. The aim is to foster the elevation of local technological capabilities. On the other hand, by controlling the outstanding enterprise most likely to implement technology upgrade, the global strategy of significantly increasing the enterprise’s reliance on the transnational company for technology upgrades can be achieved.
