台商赴越南投資設廠知識移轉與組織變革問題之研究-以製造業H公司為例

摘要


自1988 年至2006 年間,我國企業赴越南之投資總額為八十二億五千八百三十九萬美元,占外人投資總額的13.62%,居各國在越南投資之首。投資件數共計1,562 件,占總件數之22.89%,亦名列各國之前茅。近年來,中國製造的成本優勢不再,鄰近中國的越南,進而成為台商投資東南亞國家的耀眼明星。然而,赴越南投資的企業所面對的,不僅是社會文化、風俗習慣、政治、經濟、技術發展上的差異與當地人力素質的高低之外,生產過程中的知識移轉成功與否更深深的影響著產品品質與生產成本。越南的經濟開放政策,促使了熱錢的湧入,刺激了越南的經濟發展,卻也引發了通膨的壓力、缺工現象和頻繁的罷工事件等問題。 本研究企圖探討台商的知識移轉機制及當地子公司的吸收能力,是否會影響移轉的效能?企業如何克服知識移轉的過程中所遭遇的困難?面對一波波的國際競爭,台商在越南當地所施行、累聚的管理知識,是否有助於台商構建自身產業的全球佈局工程與競爭優勢?本研究將採質性研究的取向,以深度訪談、參與觀察及文獻探討為研究方法,並選取赴越南投資 八年之製造業台商A 公司進行分析。

As the biggest foreign investor, Taiwanese company investing in Vietnam is USD 8258.39 million from 1988 to 2006, which is 13.62% of total foreign investment of Vietnam. Total investment projects also takes the lead among other countries, which is 1562 projects sharing 22.98% of all foreign investment.. Despite the glamour statistics, Taiwanese SMEs are facing the difficulties of different cultures, customs, political systems, economic status, technology developments, and human resources quality between Taiwan and Vietnam. Also, the successful transaction of knowledge during production phase is another challenge, which could significantly influence the quality issue and production costs. My intention in this project attempt to review if the knowledge transaction mechanism of Taiwanese company and the ability of carry-over of local office could greatly influence the transaction efficiency, and how the Taiwanese figure out the solution of knowledge-based management problems in its Vietnam branch company. In order to fulfill these research goals, I took the qualitative oriented research method, including literature review, in-depth interview and participating observation methods of review two senior managers. In my case study, knowledge organization, stability of government policy, organization capability and social-economics structure, are closely tie up with successful knowledge-base transaction efficiency for building up its international competitiveness.
