本研究目的主要從航空工業的發展、航空工業供應鏈,探討航材物流中心設立與經營之重要因素。並從政策與法令、物流共同化、物流中心的核心功能、航空工業的特性、顧客滿意、物流電子商務平臺、物流委外策略來研究物流中心經營之重要因素,分析專家對於可能發展型態的建議。最後推論以整合航太產業資源成立供應鏈窗口,朝向第四方專業物流發展,服務航空產業相關的顧客,成功機會最高。本研究先以”焦點團體法(Focuse Group)”與專家集體研討並蒐集意見,針對航空維修、製造、代理商等廠家進行深入訪談與調查。根據調查結果歸納出物流中心經營之關鍵成功因素,本研究的重要結論與建議是: 1.台灣發展航材物流中心,應優先推動國內航太產業物流共同化。 2.航材物流中心,必須朝向平行的共同物流整合與垂直通路的整合。 3.航材物流中心的核心競爭力,在於商源的掌握,與供應商維繫良好的合作關係,並建立資訊共同平台。其次是與運輸業者的合作,提供彈性與即時供應的服務,因此必須著重在優越的供應商整合能力。如果由國內自行發展,宜由主要航太廠商集資共同成立物流中心,整合資源並朝第四方物流為發展目標,建立產業的供應鏈窗口,提供產業全面性的物流與供應鏈解決方案。 4.航太工業因涉及國際政治利益,政府應主導並協助產業。 5.政府法令應配合產業與經濟發展,適度的放寬限制與修法,並提出更優惠的獎勵措施,以吸引外商投資,推動台灣成為全球運籌中心。
The purpose of this study is to identify the crucial factors in the establishment and administration of an aviation sourcing center. The critical role of the aviation sourcing center for Taiwan aviation industry is highlighted and the focus of this study from the regional supply chain perspective. In addition, the vital factors of the sourcing center’s administration such as policies and decrees, logistic alliances, core functions, characteristics of the aviation industry, customer satisfaction, logistics e-business platform and logistics outsourcing policy are all discussed in depth. The main findings of this thesis have been derived by use of focus group technologies with expertise obtained from within the aviation industry having extensive hand-on working and/or management experience in the maintenance, manufacture, logistics and marketing fields. The findings and conclusion can be summarized as follows: 1.This first priority for developing an indigenous aviation sourcing center in Taiwan is to implement aviation industry logistics alliances both domestically and internationally. 2.The Aviation sourcing center must incorporate parallel logistics alliance and integrate a vertical channel simultaneously. 3.The core competitions of aviation sourcing center depends on business source control, good cooperation relationships with suppliers and a build up of a mutual information platform. At this level, the integration capability of the supplier’s is a vital factor. It is optimal to set up the sourcing center by major aviation companies via developing and establishing a fourth party logistics(4PL) center. The 4PL then becomes an aviation supply chain window an provides the best solution for overall logistics and supply chain within in the industry. 4.Due to the international politics involved, the R.O.C government should lead and assist the aviation industry. 5.Regulations should compliment and foster development of the industry as to encourage economic growth through relaxed restrictions and amendment of regulations, offer rewards or incentives to attract foreign investement and drive Taiwan to become a major center for global operations.
