摘 要

台灣中小企業的結構比較偏向於世襲的家庭模式，在專業技術及企業管理的傳承方面也比較保守，整體來說，台灣中小企業的能力成熟度是比較差的，面對國際化、全球化的市場以及白熱化的競爭環境，如何提升企業的競爭力是非常迫切的工程，然而，企業追求成熟、卓越的過程中，建立制度化的企業組織是經營者必須認知的，藉由推動能力成熟度整合模式(CMMI)，改善中小企業組織的體質，將英雄式管理的模式，進而調整為有組織、有制度的企業文化，提升企業競爭力。
近年來，國內資訊工程、管理、應用等相關人才培育已上軌道，但是台灣中小企業對於資訊人員的聘用仍然較保守，其因素非常複雜，中小企業面臨的軟體開發、設計、維護等工作委外處理，也衍生出許多問題，由於數位化時代的來臨，中小企業對於資訊的應用與管理非常迫切，本研究的動機與目的是期望以能力成熟度整合模式(CMMI)的模型調適(Model Tailoring)，擬訂一套適合台灣中小企業軟體專案委外的標準作業程序，輔助台灣中小企業在軟體專案委外的運用，藉以提升軟體專案品質的可靠度。

Abstract

Minor-Enterprises in Taiwan tend to family-hereditary style, and their professional techniques and business management concepts are also conservative. In general, the capability maturity of the Minor-Enterprises in Taiwan is quite weak; moreover, how to promote the competitiveness of the enterprise has become a very urgent matter under the globalization and competition of the market. However, during the process of pursuing maturity and excellence, the managers have to realize the importance of the institutionalization of business organizations. The organization of the enterprise can be improved by promoting the Capability Maturity Model Integration (CMMI) to eliminate the heroic management style, and furthermore become more organized, more institutionalized, and more competitive business culture.
In recent years, the professional staffs in computer engineering, managements, and relevant applications are cultivated, but the employment of information technology personnels is still relatively conservative in the Minor-Enterprises of Taiwan. The factors causing this problem are very complicated. The outsourcing of software development, design, and maintenance causes a lot of problems in Minor-Enterprises of Taiwan. Under the digital era, the applications and management of information technology are getting more important. The motivation and purpose of this research are employing the model tailoring of CMMI to establish standard operating procedures (SOPs) of software project outsourcing and to improve the reliability of software project quality for the Minor-Enterprises in Taiwan.
