國民中小學教育具有社會價值,已被各國公認為政府的重要公共服務項目之一,而中央政府補助各縣市政府的教育經費,應以促進教育經費的有效使用,掌握確切需要為原則。在有限的資源分配下,各學校對於所極力爭取而來的補助款更應善加運用。因此,妥善規劃並制訂校務採購各階段之標準流程,藉以提昇採購品質,方能有效杜絕不法,以及避免不必要的人為疏忽。 目前,國民小學並無專業採購人員,且無完整的採購規劃流程。而CMMI為目前國際上普遍使用的流程改善模式,因此,本研究運用CMMI之組織流程專注流程領域,來改善採購規劃流程,目標設定達到採購規劃能力度第2級,以建立持續改善的標準採購規劃流程模式。 本研究依據政府採購法之採購規劃階段執行要領與注意事項的規範,運用IDEAL (Initiating Diagnosing Establishing Acting Learning)模式導入能力成熟度整合模式(Capability Maturity Model Integration, CMMI)之流程管理類的組織流程專注流程領域,建立一套符合學校需求的採購流程,進而提升採購人員規劃管理的專業能力,並且有效改善學校的採購品質,以達到縮短採購時程及控管經費有效運用之效。
Elementary and junior high school education has been considered possessing social value. Also, it has been counted as one of the most significant government public services. Thus, county education budget subsidized by central government should be allocated under principles that promote educational budget to be used efficiently and meet exact needs. With limited resource allocation, schools should make the best use of their budget. Therefore, it is important to construct a sound standard procedure regarding procurement in each stage for schools so that the quality of procurement can be improved as well as any illegal or human negligence can be effectively prevented. Currently, there is no professional procurement personnel and complete procurement planning process in the case study elementary school. CMMI is one of the widely used international process improvement models, and therefore this research applies the Organizational Process Focus process area of CMMI to improve procurement planning process to achieve the goal of the procurement plan capability to level 2 to establish the continuous improvement standard procurement planning process model. The research follows the regulations of government procurement and applies IDEAL model to the Organizational Process Focus process area of CMMI to construct a standard procurement process fulfilling the needs of the school. Furthermore, it can enhance the procurement professionals’ abilities in planning and management. In the end, the results of this research can help improve school procurement quality, shorten procurement period and utilize budgets effectively.
