關稅人員知識管理認知對組織知識管理促動影響之研究

摘要


在現今知識經濟時代,企業不僅是技術、知識的利用者,同時也是技術、知識的創造者,企業要在市場上維持競爭優勢,必須能夠不斷創新並學習融合其他技術領域及其他企業的優點,經由整合企業內外的知識並妥善管理,轉化為自身優勢,方能保持創新及因應瞬息萬變的競爭環境。我國行政院為了建構有利於知識經濟發展的環境,也於2000年8月通過「知識經濟發展方案」,主要發展策略為推動知識運用、創造新市場以帶動知識密集型產業之發展。各機關也配合行政院所規定應依「加強行政院所屬各機關研發創新實施要點」,運用「知識管理」方法推行研發創新工作之契機,結合行政院研考會資源,辦理技術服務業與公、私部門交流活動,製造彼此互動觸媒,提高進一步合作機會,期順利於2009年達成國內知識管理導入普及率50﹪之目標。 本研究主要目的為:一、針對不同背景海關人員其分別對知識管理認知與組織知識管理促動之影響和分析。二、探討海關人員知識管理認知與組織知識管理促動之相關性。三、解析海關人員知識管理認知差異對組織知識管理促動之影響。 由研究結果可知,知識管理活動的認知中五個構面與知識管理促動因素認知中五個構面之相關關係已達顯著水準且呈正向相關。顯示當知識管理活動的認知有所提昇的時候,知識管理促動因素認知也會跟著有所提昇。

In the current era of knowledge economy, enterprise is not only technology and know-how use of persons, it is also technology and knowledge creation, enterprises to remain competitive in the market advantages, must be able to continuously innovate and learn from other technology integration and other business advantages, integrated enterprise and outside the knowledge and proper management, into their own advantages, to maintain innovation and response to the rapidly changing competitive environment. The Executive Yuan in order to construct a knowledge-based economy is conducive to the development of the environment, in August 2000 through the "knowledge-based economy development programs", the main development strategy to promote the knowledge, the creation of new markets in order to promote the development of knowledge-intensive industries. With the authorities by the Executive Yuan shall be in accordance with "Strengthening of the various organs of the Executive Yuan to implement elements of research and innovation" the use of "knowledge management" approach to research and development of opportunities for innovation, combined resources of the Executive Yuan, for technical services and public and private sector activities, interact with each other to create a catalyst, opportunities to enhance further cooperation, wish to successfully reached in 2009 the domestic knowledge management into the target rate of 50 percent.The main purpose of this study are: First, the officers of different backgrounds for their respective knowledge of knowledge management and organizational knowledge management to promote the impact and analysis. Second, the officers investigate the cognitive and organizational knowledge management knowledge management of the relevance of actuator. Third, knowledge management officers to resolve differences in perception of organizational knowledge management impact actuator. By the study results, knowledge management activities in the five dimensions of cognition and knowledge management factors to promote awareness of the five dimensions has a significant correlation between the positive and the relevant standards. Shows that when knowledge management activities have increased awareness of the time, knowledge management factors that promote cognitive improvements will follow.
