台灣現有職業訓練是由行政院勞工委員會職業訓練局結合公共訓練、企業訓練等各種訓練於一體,為推廣辦理勞工在職訓練,提供勞工多元化的進修管道,充實自己技能,政府積極推動產業人才投資方案。有關職業訓練效益之評估,應同時著重財務面與非財務面的指標,本研究藉由平衡計分卡中財務構面、顧客構面、內部流程構面以及學習與成長構面等四大構面中績效評估指標之建立,以中彰投區為研究對象,以辦理訓練關係人之深度訪談及TIMS資訊系統資料及次級之資料,採質化與量化分析的研究途徑,進行99年度產業人才投資方案之訓練效益評估。研究分析後得知,中彰投區的產業人才投資方案之於學員與訓練單位皆給予正面評價,惟若能改善、調整方案執行時之運作模式及管理機制,將更有助於整體效益的提升。本研究並建議在職訓練之效益應重視訓練移轉效能、採公私協力的精神辦理訓練、應透過資源整合各部會在職訓練計畫,避免相互排擠,並應儘速建立職能標準,最後提出產業人才投資方案應用平衡計分卡之職業訓練效益評估架構,以為未來研究方向之參考。
Vocational Training in Taiwan is organized & administrated by the Bureau of Employment and Vocational Training, Council of Labor Affairs, Executive Yuan, by integrating training of both public and private sector together to promote all kinds of job training and to offer variety of methods to allow labors to learn knowledge and skills.. Regarding the effectiveness evaluation of vocational training, both financial and non-financial indicators should be addressed and emphasized. By adopting the concepts from Balanced Scorecard to establish key performance indicators (KPI), along with the in-depth interviews with training partners and collecting data from TIMS information system, this research is taking Central Taiwan region as an example to evaluate the effectiveness of Industrial Human Capital Investment Program of 2010. The results show that the participants and training partners are satisfied with Industrial Human Capital Investment project. However, the overall effectiveness can be increased if adjustment of execution mode and management scheme can be made. It is suggested that on the job vocational training should pay more attention to the effectiveness of training transfer, and the integration of the resources from both public and private sectors to avoid unnecessary competition among training programs across government departments. It is also suggested to establish the standard for the competence of functional training as early as possible. Finally, the balanced scorecard and the related key performance indicators for evaluating Industrial Human Capital Investment Program are proposed for future study.
