績優社區發展協會知識分子的分享行為:以彰化縣福利化社區旗艦型計畫為例

Knowledge Sharing in Community Development Associations with Achievements: A Case Study of the Flagship Project of Community-based Welfare Service in Changhua

摘要


臺灣的社區發展在強調「社區自主」與「公民社會」的概念,以及政府部門對各項社區發展政策的推行,其包括「福利社區化」、「社區照顧」、「社區總體營造」、「新故鄉社區營造」、「健康社區六星計畫」與「大溫暖社會福利套案-強化社區照顧關懷據點」,再加上以社區為對象之社區工作專業服務協助下,可說是蓬勃發展。惟各社區發展協會可以說動者恆動,靜者恆靜,真正運作的社區發展協會並沒有我們想像的多,推行社區發展的政府機關也意會到往往只有明亮的績優社區在表現,卻沒有如繁星般眾多社區一起發光發亮。如果績優社區可以扮演領頭羊的角色,以母雞帶小雞的方式,運用社區聯合提案,結合數個社區來共同推動福利社區化工作,則社區的發展與營造將可事半功倍。本研究主要是以彰化縣「福利化社區旗艦型計畫」為例,探討彰化縣績優社區發展協會知識分享行為,除了文獻分析與研究外,並針對縣府推動「福利化社區旗艦型計畫」2位主管、3位績優提案社區及3位協力社區之理事長、總幹事、執行長或核心人物等主要幹部共8位研究對象進行深度訪談,以取得受訪談者第一手資料,並加以整理分析成研究報告,期能提供政府部門或社區發展協會作為社區發展的重要參考依據。

The emphases of community development in Taiwan are "community autonomy" and "civil society." The communities flourished with the aid of community-based professional worker services and government promotions of policies, including "community-based welfare service," "community care," "integrated community development," "new-home community development," "six-star project of healthy community," and "social welfare package: enhancement of community care centers." However, not all of the community development associations are active, the amount of associations in operation are less than that of people's imagination. Authorities concerned also noticed that only communities with excellent achievements strived to progress while others remained inactive. Efficiency will be enhanced if communities with achievements can lead others and promote community-based welfare service together through joint proposal. The present study focused on the "flagship project of community-based welfare service" in Changhua and investigated the knowledge sharing of community development associations with achievements here. Along with literature review and further study, in depth interviews were conducted with eight participants. They were two government officials who promoted the flagship project and six core figures from communities with achievements and assistant communities (three from each), including directors, director-generals, chief executive officers, and other relevant officers. These interviews were conducted to retrieve first hand data and through organization and analysis, they were filed into a report. They present study hoped to provide important information for future usage of government departments and community development associations.
