摘要

本研究旨在針對臺中市在中臺灣的城市區域定位，就其角色和發展加以探討和分析。臺中市在中臺灣五縣、市扮演核心都市，雖然前臺中市林佳龍市長曾提出「區域聯合治理」的執行方案，但人存政舉、人亡政息，在盧秀燕市長就任以來，在此一議題的執行，自宜持續加以推動；事實上已有相進展。因之，本諸檢討過去，策勵來茲的發展思維，本研究乃提出區域治理之角色再設定可能性和功能再設計可行性，以供執事者策定臺中市未來推動城市區域為基礎的區域治理平台之參考。

This paper will be written about role and function of Taichung city in the future. Taichung City is only one special city or name metropolis in the Mid-Taiwan. It ought to be played role of core city for the regional governance. Taichung city former mayor Dr. Lin Chan-long had took united regional governance program during 2014-2018, we hope Lou sha-en mayor continue this program during 2018-2022.At present she has being expanded the size of regional governance with 7 country/city cross boundary corporation. Because Taichung city is a developmental city, if it can implement core city, it will be had a good as expectation.
