摘要

本篇論文旨在探討美國國家安全顧問與國務卿於美國外交政策制定過程中的競爭關係。美國國會在1947年通過《國家安全法》(National Security Act)，設立國家安全會議，會議幕僚長國家安全顧問便成為美國總統制定有關國家安全議題之最佳政策謀士，由於美國為一總統制國家，總統擁有外交與國防上之實權，因此自二次大戰以來，總統時常不經過傳統職掌外交事務之國務院，越過國務院而採取任何的外交行動。國家安全顧問是總統外交政策諮詢的對象，國務卿則是領導外交部門，負起執行外交政策的機構。然而，由於國家安全顧問是總統身邊的幕僚，因此能夠提供總統及時迅速的情報，國務卿則因國務院傳統官僚本系僵化的運作過程而受到束縛，常無法滿足總統的需要。尚國家安全顧問被倚重時，尼克森總統時期的季辛吉現象便可能再度出現。
國家安全顧問與國務卿的競爭是既存的事實，然而兩者並非是對立的，有時亦有合作，對國家安全與國家利益則是有正面的意義，為達成此一目標，總統的態度便成了關鍵。文中提了尼克森總統及老布總統在位時之國家安全顧問為例，進一步說明並探討兩者於外交政策制定過程中之關係。

This article studies on the relations between U.S. National Security Adviser and the Secretary of State in the Foreign Policy Decision-Making. The U.S. Congress has passed the National Security Act in 1947 to establish National Security Council (NSC). The Adviser gives the president advices to replace the functions of the Secretary of State because of his rapid and correct intelligence. The Department of State is the legal executive branch to carry out foreign policies, but the bureaucratic process makes it inefficient and is not able to give the president rapid and correct information. When the president put the National Security Adviser in an important position, the Kissinger’s phenomenon will repeat.
It’s true that the competition between the National Security Adviser and the Secretary of State, but sometimes it’s possible to cooperate with each other. To deal with the foreign affairs together, the president’s attitude become the key to achieve the goal.
