農村社區發展案例分析－以竹山鎮社寮社區之紫南宮為例

農村社區發展過程和經驗，包含兩個過程，一是從上而下的政府干預，雖有部分成功的案例，但它往往是依賴外部投資，且易形成民主意識的倒退。於是乎轉向以所謂的自下而上的農村再生發展方式。農村社區管理的方式和活動類型是由社區人民運作，從發現問題，解決問題，以及需要執行的項目，皆是社區自我管理。本研究設計為文獻資料收集與質性深入調查法。研究目的為：1．了解社寮社區發展概況；2．探討社寮文教基金會組織發展沿革及基金會與其他組織運作概況；3．分析社寮社區所提供之資源與服務所帶動的社區發展。農村社區發展，並不是只在於營造實質環境，最重要的還是在於建立社區共同體成員對社區事務的參與意識，以及提升社區居民生活。社寮社區發展係以由下而上的發展方式進行，其對社區本身是一種有效的發展策略。紫南宮的貢獻，不僅提供社區資源與服務給予社區居民，甚至擴及至社區以外的地區。而社寮文教基金會的建立，使社區在各項活動的進行時，社區居民與其他協力團體的參與，不僅在社區扮演重要角色，更發揮了有形與無形的作用。

The continuous promotion of the economic strategy of ”deeply cultivating Taiwan while reaching out the world” is both a challenge and an opportunity to further develop and build a strong connections among organizations especially people in the community. In the bottom-up approach of rural regeneration, the management and types of activities are led by the people in the community themselves, from the identification of the problems, solutions needed and the implementation of projects are all done by its people. An example of this shift of bottom-up approach is the development observed in Sheliao Village.The research designed employed in this study is based on the analyses of literature review and qualitative data collection. The main purpose of the study is: first, to trace the development of Sheliao community through its history and background; second, the stages (phases) carried to the creation of establishing Sheliao foundation to promote community development and its collaboration with other organizations; third, the services and benefits offered by the community to the people, and finally, the role played by Sheliao to the resources in the community.Sheliao community's development has been impressive and made noticeable through the years as proven in the research. Tracing its beginning, history gives the evidence that bottom-up approach or initiative begins in the community itself is an effective strategy for development. In Sheliao Village, the presence of the Zi-Nan Gong temple is said to be a blessing, as it paves the way for the establishment of Sheliao foundation and the different associations' collaboration within and outside the community. The benefits of offered by the community to the people includes, medical, financial and learning opportunities in and outside the community, extended services. Finally, Sheliao foundation with the concept of sustainable community played a great role in the utilization of the resources in the community such as human, traditional culture, spatial, historical and memory.
