The Taiwanese Government has developed policies which allow all Taiwanese children, from the age of 8, to have access to formalized English tuition. The articulation of these policies represents considerable foresight on the apart of the Government on a philosophical level, but the implementation of the policies is fraught with problems which includes an optional age to begin learning foreign language, playtime or purposeful learning, four skills (listening, speaking, reading, writing) teaching or two skills (listening, speaking) teaching and syllabus type for young learners. If the teachers in Kaohsiung are a representative cross-section of Taiwanese primary school teachers, the problems evident during their in-service training course will be replicated all over Taiwan and the danger is that rather than making a positive contribution to the language base in the country and raising the overall proficiency level of graduate students, student will develop negative attitudes to the subject and resist learning clear and consistent nationwide syllabus and methodological approach, with suitably designed materials may have the effect of creating an inconsistency of delivery and, at secondary school level, result in the need to be taken into account before assigning them to an English class which best meets their needs.
