性侵害犯罪之社會成本分析

摘要

近年來性侵害犯罪有增加趨勢，性侵害犯罪對被害人身心造成傷害，政府也需負擔相當的成本，因此本研究在探討性侵害犯罪之社會成本，以供社會各界研究性侵害犯罪時之參考。
研究方法包括文獻分析及次級資料分析，蒐集國內外性侵害犯罪成本的相關文獻及官方統計，建立適合本研究的成本指標，進而推估本土的性侵害犯罪之社會成本。
研究結果顯示，我國政府每年因性侵害犯罪付出的警政成本爲3億8231萬元、法務成本爲320萬、司法成本爲243萬元，整個刑事司法體系的成本有3億8794萬元；監獄方面的成本爲1819萬元、強制治療的成本爲1145萬元、電子監控的成本爲2172萬元，因此性侵害加害人的總成本爲5136萬元；政府每年性侵害被害人補助共3343萬元，全國一年性侵害犯罪全部加總成本爲4億7270萬元。

Sexual offenses seems to have increased in the past few years. Sexual offenses not only cause harm to the victim's physically and psychologically, but also they cost the government a great amount of money. Therefore, this study examines the social cost of sexual offenses and provides the insights to the other researchers who are interested in studying sexual offenses.
The methods used in this study includes literature review and secondary data analysis. This study collected the related literature related social cost of sexual offenses and established the appropriate index of social cost to determine the social cost of sexual offenses in Taiwan.
According to the adaptable criterion for Taiwan, government spend 472 million NT Dollars in sexual abuse. It contains 382 million NT Dollars in police department, 3 million NT Dollars in prosecution department, 2 million NT Dollars in judicatory, 18 million NT Dollars in prison, 11 million NT Dollars in mandatory treatment, 21 million NT Dollars in electronic monitoring and 33 million NT Dollars to compensate the victims of sexual offenses.
