從臺灣的角色談西藏之未來

本文之研究問題為：西藏之現況為何？臺灣，作為一個實質保障言論自由與以自由民主憲政秩序為其核心價值之的國家，在西藏的未來發展旅程之中，臺灣可以發揮什麼樣的功能？對於西藏流亡政府而言，臺灣要如何幫助解決西藏問題？在西藏的未來中，臺灣所扮演的角色定位為何？本文之研究目的簡要說明如下：首先，臺灣，雖然是一個小國，但是它在很多方面有很多的潛能，本文將說明臺灣要如何使中國、美國與印度的「三角關係」，發揮其力量而成為「中、美、印、臺四角關係」中之一角。在藏漢對話之中，臺灣的角色實為重要。其次，對於臺灣而言，少數民族與政府間的對話經驗成果是較成功的，這可以歸功於臺灣的自由民主憲政環境與多元文化的包容與欣賞精神，相較於此，西藏與中國政府間的對話模式所獲得到的結果顯然非如西藏人民當初所預期，因此，本文將說明藏漢人民間對話之可能性。由於人民間對話模式，雙方是基於平等之地位，在某種程度上較能達到實質上的平等，也較能達成彼此間的交流，藉以達成雙方目標。

In 2011, the Tibetan Government-in-Exile put forward a new face to the world, with a groundbreaking election through which the Tibetan people chose a new prime minister and parliament. This will have repercussions on the Tibetan people, on Sino-Tibetan relations, and consequently on the international community. This paper focuses on analyzing the position of Taiwan in the Sino-Tibetan dialogue and the role that Taiwan can play in the future of Tibet within a framework of universal values. The paper starts with a brief history of the Sino-Tibetan dialogue and its status at the moment. Next, the paper provides a summary of the cultural and human rights situation in Tibet and its necessities. Finally, this research urges the Taiwanese Government to uphold the Tibetan situation in its relations with the Chinese government, and fulfill its duty as a multiethnic and democratic nation by demonstrating respect for universal values, human rights and cultural protection. The paper aims to draw more attention to the role of Taiwan in the future of Tibet and seeks to change the triangular dimension of the China-US-India approach to the Tibet issue into a multilateral China-US-Taiwan-India approach. It will, in addition, promote the relationship between the Tibetan community and Taiwan, and most importantly, argue that Taiwan is a paradigm in the democratic Chinese society, freedom and multicultural system for China.
