In this research, the basic characteristics of heavy metals in the harbor sediments were conducted by the pH-dependent leaching test, percolation test and toxicity characteristic leaching procedure (TCLP). The results of upon leaching tests revealed the leaching characteristics of raw sediment materials. Furthermore, the effectiveness of cement and binder (soil amelioration products) based treatment technology, in immobilizing heavy metals of sediments, was assessed by the compressive strength test and the tank leach test. The results of compressive strength measurements of the solidified matrix revealed a 376 kg/cm^2 under 28 days' curing. The results of tank leach test showed that heavy metals were immobilized by the matrix, with low-matrix leach ability, which imply that the matrix might be reused as construction material.
