國小教師對教師工會的認知與期望-以新北市為例

The Cognition and Expectation of Teachers' Union for Elementary School Teachers-in New Taipei City Area

摘要


2010年工會法修正後,教師擁有組織工會之權利,各縣市教師工會於2011年陸續成立,透過教師工會,教師力量得以凝聚,並以捍衛教師權益與提升教師專業為目標。本研究旨在探討國小教師對教師工會的認知與期望,因教師工會為我國新興教師組織,教師對教師工會的看法與期待,對剛成立的教師工會發展,具有重要的影響。本研究設計採用問卷調查法,以新北市公立國小教師為對象,使用SPSS統計軟體,採自編之「國小教師對教師工會的認知與期望-以新北市為例」問卷為研究工具,經專家效度檢核及問卷預試,完成問卷之信效度檢驗,對新北市國小教師進行問卷調查,發出問卷875份,回收有效問卷為757份,有效問卷回收率為92%。問卷統計分析,獲得以下之結論:一、國小教師對勞動三權認知、教師工會功能認知、教師工會運作期望屬中上程度,對教師工會權限與組織期望屬中間程度,顯示國小教師對教師工會有一定的認知與期望。二、國小教師之個人背景變項中,以為教師會會員、教師工會會員之教師對教師工會的認知與期望程度皆高於非教師會會員、非教師工會會員之教師,顯示參與教師會和參與教師工會之教師對教師工會有較高的認知與期望。三、國小教師對教師工會認知與對教師工會期望呈顯著正相關,表示國小教師對教師工會認知程度越高,其對教師工會期望程度也越高。根據上述結論,本研究提出下列建議:一、教師建議:應了解教師工會能團結教師力量、釐清對教師角色的認知。二、對教師工會建議:提升教師參與率、發展專業性質之教師工會、增加法律服務種類、訂定自律條款、確定組織管理方式。三、對政府機關建議:確立教師工會定位、積極鼓勵輔導教師工會運作。

An amendment to the Labor Union Act had been ratified in 2010; teachers have the right to organize unions. Since then, teachers' unions have been continually set up in many cities. Teachers' union helps teachers not only unite but defend teachers' rights and enhance teachers' professional. The study aimed to investigate the cognitions and expectations of elementary school teachers for teachers' unions. Teachers' unions are the emerging organizations in Taiwan, and teachers' views and expectations of the unions make an important impact on the development of teachers' unions. The research method adopts the questionnaire survey to collect data as the study tool is the questionnaire of ”The cognition and expectation of teachers' union for elementary school teachers-in New Taipei City Area”. After expert completed the reliability and validity test of research tool, the questionnaire issued a number of 875 copies with cluster sampling. And there are 757 copies of valid questionnaires while the recycled ratio accounts for 92%. Within statistical analysis, the main conclusion is presented as follows: 1. The elementary school teachers have above average scores on cognition of three labor rights, cognition of teachers' union function, and expectation of teachers' union's operation, and they have average scores on expectation of teachers' union's permissions and organization. 2. There are 2 significant variables within the cognition and expectation of teachers' union, such as to be a member of teachers' association or not and a member of teachers' union or not. 3. There was a significant positive correlation between the elementary school teachers' cognition of teachers' union and expectation of teachers' union. According to the research result above, the main suggestions is presented as follows: 1. Teachers should be aware of teachers' union can unite teachers' strength and clarify the role of a teacher. 2. The teachers' union should enhance teachers' participation in teachers' union, develop professional orientation teachers' union, increase the legal types of services, set self-discipline clause and determine the organization and management methods. 3. The Ministry of Education should position teachers' union and promote the functions of teachers' union.
