共同管道防災設備之調查與改善策略

摘要


本研究主要探討工同管道防災之現況與共同防災設備之需求,並對待加強事項進行討論,以使共同管道防災設備更加完善。因為共同管道防災害的項目,不應只有強調人員安全教育訓練、定期維護保養等事項,更應學習國外先進國家防災設備,才能在災害發生的同時使用正確的應變措施。本研究經深入探討後提出國內共同管道防災設備的改善策略有下列三點:(1)國內防災設備及防災觀念應在提升,如可增設多重波段紅外線水災偵測器、極早期煙霧偵測設備、光線火災偵測系統、泡沫滅炎裝置、光閘水位感測器等防災設備,尤其是應增加衛星通訊設施,因為它具有不易受地面發生事件干擾之特性;(2)強化國內共同管道防災機制,並且提升國內自動化系統的機制,如共同管道內部裝設照明設備偵測裝置連線,以方便工作人員於監控中心直觀察現場災害狀況;(3)專業人員的訓練,針對共同管道內部之環境及其限制,加強人員對於安全、或專業技術等想關訓練,以降低人為疏失的機率。如此來確保共同管道內部維護人員的生命安全、及共同管道維生管線設備的正常運行外,也能確實保障都市居民的維生與生命財産。

This study is intended to look into the development of the common ducts and the accompanied disaster preventive apparatus, in the hope of providing an opportunity to advance it. Common Ducts disaster prevention is not limited to personnel safety and ongoing maintenance, more advanced apparatus that have been used in other countries are relevant and have to be taken into consideration of implementation. This research has come to a conclusion that the following three directions are required to be carried out to foster safer Common Duct practice: (1) domestic safety control equipment and concepts should be developed further, items such as multiple wave band's infrared ray's fire detection utensil, early smoke detection measuring equipment, fiber optic's fire detection systems, bubble fire fighting devices, optical water level sensors are something worth to look into. It is especially true for satellite communication facilities, because it possess the ability to communicate when the city phone system is don; (2) aggregate the domestic Common Duct disaster preventive measures, to allow better control over the site at a distance and at a timely manner; (3) more professional training. As a result of the above actions, safety for people working for the Common Ducts and those civilians live and work along the vicinities of the path of the Common Ducts will be assured.
