八○年代以來,因高等教育機構、學生、及教職員之快速增加,加上科技之革新,使得大學之功能益趨多元化,但經費卻因各國政府財政壓力,反倒遭到刪減。這種數量與經費增加不成比例之現象,促使高等教育逐漸走向市場導向,強調績效責任之重要性,使得對高等教育機構之評鑑就成為各國政府相當重視之課題。本研究之目的即在透過對各主要國家研究品質評鑑機制重要議題之分析,以確認研究品質評鑑之各種方法,同時探討各國評鑑實施過程中所面臨之困境,進而提出相關資訊與建議,做為改善我國大學品質評鑑規劃之參考。 根據研究目的,本研究首先從評鑑職責、評鑑目的、評鑑對象與層級、評鑑方法、評鑑內容與標準、評鑑結果處理與影響等六個議題,綜合分析各主要國家之研究品質評鑑機制,進而歸納出研究品質評鑑的五個方式:(1)研究專案之同儕審查、(2)學術期刊之同儕審查、(3)研究生產力引用指數、(4)表現指標、(5)外部專家訪視;再者,本研究進一步探討各主要國家大學研究品質評鑑實務中所面臨之困境。最後,根據分析結果,提出我國未來規劃大學評鑑之發展方向供作參考。
As the amount of higher education institutes, students, and staffs increases,and technology progresses, the functions of university are various by degrees since 1980. Nonetheless, under the fi nancial pressure, each government cuts their higher education budget instead. The imbalanced amount and budget situation gradually makes higher education become maketization, and emphasizes the importance of accountability. Thus, the evaluation of higher education institutes becomes a big issue that each government pays attention to. The purpose of this study is to affirm different approaches of research quality evaluations by analyzing the vital issues of related mechanism in main countries. Besides, this study discusses the difficulty that the main countries face in carrying out evaluation, and it brings out further suggestions and offer related information, which would refer to the higher education quality evaluation scheme in Taiwan. According to the purposes above, this study analyzes the research quality evaluation mechanism in the main countries, and discusses in six major categories: duty, purpose, subject and level, approach, content and criteria, and outcome and effect. And then, it concludes five methods in research quality evaluation: (1)peer review of project achievement; (2)peer review of academic journal; (3)research productivity citation index; (4)performance indicator; (5)external review. In addition, it probes into the actual diffi culties in research quality evaluation of the main countries. Finally, according to the analyzedresults, this study brings up advanced directions for formulating the higher education evaluation in Taiwan.
