都市更新公私合夥開發模式與參與認知特性之研究

An Urban Renewal Developmental Model of Public-Private Partnership and a Study of the Recognition of Participation Characteristics

近年來政府面臨財政緊縮及民眾對公共事務參與需求增加的雙重壓力下,政府職能與公共管理之典範移轉,形成了都市更新推動以公私合夥為主之閉發模式。然而,此種公私部門合作之開發模式,在執行過程存在權責分工與雙方角色認知差距等部分推動之課題,而影響合夥模式效益之實現。 爰此,本文透過公私部門合夥關係之理論回顧,依據不同角色參與程度初步歸納出五種合夥模式之基本架構,再經由公、私部門問春調查,瞭解雙方期望扮演之角色與影響參與意願之關鍵因素。從研究分析得知,公私部門對合夥方式進行都市更新之推動,均表示高度認同與支持,並認為應以民問主導之合夥模式為較佳。然而經交叉分析,顯示「部門別」與「參與都市更新意願」具有顯著差異,且公私部門「參與更新年資長短」與國內「是否適合以公私合夥模式進行更新」亦有顯著差異存在,其存在認知之弔軌現象,有待配套政策加以改善。

In recent years the government has faced the dual pressure of curtailed fiscal budgets and the growing demand on public projects for the population. Therefore, the model of governmental functions and public projects management has shifted, turning towards urban renewal to formulate a new developmental model for public-private partnership. But issues like authority, division of labor, and role recognition of both parties remain when implementing a developmental model for public-private partnership. These problems have an impact on the efficacy of the partnership model. Accordingly, this study looks back to the theory of public-private partnership to detail a fundamental framework for five partnership models. Subsequently, the study employs surveys concerning the public and private sectors to understand the key factors affected by the willingness to participate and the roles which both parties expect to play. From this study we learned that both the public and the private sectors acknowledge and agree that the partnership model to undertake urban renewal is best directed by the private sector. Nonetheless, according to cross-analysis, there are substantial variations in different sectors pertaining to the participation in urban renewal. Moreover, there are obvious discrepancies based upon the administrative unit of the participant and the willingness of participants to take part in urban renewal. Policies need to be implemented to facilitate understand of the issues.
