全球化是20世紀80年代以來日益凸現的新現象,是當今時代的基本特徵與趨勢。自1989年世界銀行提出「治理危機」之後,治理成為國家機關推動另一波改革的理念架構。在全球化所彰顯「全球思考、在地行動」核心策略下,傳統以國家為中心的統治機制,演變成公、私部門及第三部門間的多層次治理,並形成分工合作及協力的網絡治理關係,深化全球的相互聯動依存性。在這樣的環境變遷,以及治理典範的轉移趨勢下,國家最重要的資產-人力資源,則更顯得重要。在政府機關中已敘薦任第九職等具有擬升任簡任官等(簡稱薦升簡)的文官,因有豐富的實務經驗,且為政府政策的研擬、規劃與推動及聯結者,更是公務人力培訓的重點所在。尤其在面對全球金融海嘯、歐債接連發生,以及兩岸良性發展趨勢下,如何培訓具有決策力、執行力及領導力,有效解決環境變遷所面對問題的高階文官,此乃政府現階段所必須重視的課題。為能有效提升此一高階文官養成培訓的成效,除須重視培訓需求的評估、計畫的訂定與執行及成效的評鑑外,有關教學方法的創新與運用,更是不可忽視,而「行動學習法」則是可選用的教學方法之一,惟此種方法在我國則尚未普遍採行,在面對全球化的衝擊下,是否應採行此一教學法,以提升整體培訓成效?尤其對於具實務經驗的此類文官培訓,如加以採行,是否可發揮其綜效,進而型塑優質高效能服務團隊,有效提升國家整體競爭優勢,達到善治的目標?乃是主政當局刻不容緩應探討的課題,本文爰以制度轉型的觀點加以探討。
Globalization is not only the outstanding phenomenon in 20th century but also the fundermental feature and tendency. Since 1989, the World Bank has proposed the crisis of governance, and the term has become the frame of innovation by the national institute. Upon the core strategy, think globally and act locally, the traditional governance mechanism centered by the nations evolves multilevel governance-public sector, private sector and the third sector, a triad of actors of state and IGOs, and formulates the cooperation of network governance relationship, depending the global interdependence.Under the tendency of the change of environment and the shift of paradigm, human resource-the essential national assets-reveals it's crucial status. Especially with extensive practical experience in government institutes, and experienced civil servants with the qualification of promoting training for civil servants with junior rank seeking promotion to senior rank, is living in the leader's role and the focus of human resources training. Then, the Action Learning approach is aimed to The approach toward the abundant practical experiences of the senior servants training and development, in particular, is either positive or negative result still under consideration. As a result, the approach enables to raise the national competition and achieve to the goal of global governance. The issue is essential to discuss with, and then, this thesis will explore it with the view of institutional transformation to discuss the importance of training for civil servants.
