學生三級棒球運動政策推動之探討

我國教育主管單位對於學生棒球運動，較為具體的資源投入，始於1989年「國家體育建設中程計畫-學生棒球聯賽」為計畫主軸。1994年成立「中小學棒球運動聯賽指導委員會」全責執行我國三級棒球運動聯賽；2003年推動「改善學生棒球運動方案」；2008年提出「促進優質學生棒球運動方案」，且由於兵敗北京奧運大陸國家代表隊，總統遂於2009年召開「棒球國是座談會」，指示成立「振興棒球運動專案小組」。體育署2010年即核定「振興棒球運動總計畫」，採質量並重的模式，目標著重在基層棒球運動人才的培訓與基層棒球隊水準的提昇，讓各級縣市政府共同推展學生棒球運動，儲備國家學生棒球人才。經由整體計畫之執行，在學生棒球運動成果發現了：1.從2010-2013年，各級學校棒球隊比計畫實施前增加64隊，棒球社團達到1,013個；2.三級棒球選手人數增加2,180人；3.三級棒球於國際賽事獲得7次世界冠軍及3次亞洲冠軍；4.推動合理訓練時數、學生課業及生涯輔導計畫。如此顯示國家對棒球運動推動的決心。本研究以文獻調查方式，針對學生棒球運動政策推動進行分析瞭解。並根據分析結果，提供相關政策法令資源給予學校主管單位，做為推動棒球運動之參考依據與建議。

Since 1989, the educational authorities of our country has had concrete resource investment towards student-baseball having- National Sports Mid-term Plan - Student Baseball League＂ as the main axis of the whole plan. In 1994,- Steering Committee for Primary and Secondary School Baseball League＂ was established with the full responsibility to execute the baseball league in our nation. In 2003, -Enhancement of Student Baseball League Project＂ was launched, while in 2008, -Promotion of Quality Student Baseball Project＂ was proposed. Owing to the defeat by the national Chinese team in Beijing Olympics, the president convened -Baseball National Affair Forum＂ in 2009 and instructed for the establishment of -The Ad Hoc Group for the Revitalization of Baseball.＂ In 2010, the Sports Administration approved- The General Plan for Baseball Revitalization＂ with qualitative and quantitative models. The goal was the cultivation of grassroots baseball talents and the enhancement of the standard of the baseball teams. All city and county governments shall promote baseball as to reserve baseball talents for the nation. After the execution of the overall plan, different results were found in respect to student baseball: 1. From 2010 to 2013, 64 school baseball teams of different levels were established before the implementation of the plan and there were 1013 baseball associations; 2. The number of baseball players at the third level has increased to 2180; 3. In terms of international competitions, we had 7 world champions and 3 Asia champions; 4. The promotion of reasonable training hours together with student academic affairs and career assistance. These could certainly show the determination of the country towards the promotion of baseball. This study is a literature review of the policies of student baseball promotion. Based on the analytical results, it can provide resources in regard to the policies and the acts to the school authorities as a reference and recommendation for the promotion of baseball.
