摘要

現行水土保持計畫之施工檢查制度已行之有年，且眾所周知。在過去時日之運作之下，在實務經驗面上產生若干頗堪玩味與討論釐清之課題。若能將此類課題充分交換意見並討論釐清，將有助於開發業主、執業技師、營造廠商與主管機關之間的明確權責劃分，讓彼此工作順暢易行，又有助於施工品質之提昇，以俾更有利於達成坡地保育合理利用之目標。本文嘗試以水土保持施工之前、中、後三個階段，分別檢視現況制度下於實務上所產生之問題，並盡可能提出解決之方向，以利研究者參考。

This paper exam the problem occurred in preconstruction on-constructing, after-construction period, respective. As a result, provide some concrete direction to verify the problems.
