Transfer of Land Use Right-Mainland China's Rural Innovation

Transfer of the land use rights helps resolve rural land problems such as fragmentation, decentralization, and lying idle and wasted, which resulted from equal distribution under the contract system in China. Such transfer may contribute to a socialist market economy and scale operation. However, since imbalanced productivity exists through rural China, and land use still plays the role of employment and social security, to introduce transfer of the land use right requires adjustments in light of local situations. Chinese government's moves to give farmers long-term land use right, improve a transfer registration system, establish a transfer mechanism, develop leasing market and the secondary and tertiary industries in rural areas, and unify social security system in urban and rural areas will help rural economy advance toward industrialization, scale economy and modernization.
