幼兒教育券政策之評估-以屏東縣為例

The Evaluation of the Policy of Early Child Educational Voucher: The Case of Pingtung County

摘要


本研究以屏東縣幼兒教育券政策之實施經驗,藉以評估幼兒教育券政策之執行過程與結果。幼兒教育券政策在我國已經實施將屆十年,該項政策改變了部份傳統的教育政策與理念,加上政策評估的重要性不斷地提高,幼兒教育券之政策評估顯得格外令人重視。因此,本研究引用第四代政策評估的架構與觀念,更加重視政策利害關係人的看法,並將其觀點納入在政策評估之中。評估內容可以概分爲「過程評估」與「結果評估」,分別探討該項政策的實施過程與結果影響,研究成果可以作爲未來該項政策改革的參考。

The goal of this study is to evaluate the implementation process and outcomes of the policy of early child educational voucher through experiences of Pingtung County on this policy. It has been almost ten years since we first started this policy. The evaluation of this policy is very important not only because it changed some traditional educational policies and ideas, but also because the importance of policy evaluation. Accordingly, this study employs the framework and ideas of the fourth generation of policy evaluation, which takes the viewpoints of stakeholders more seriously, and includes them into policy evaluation. The evaluation contents include process and outcome evaluations, focusing on the implementation process and outcomes of this policy. The results can serve as reference for policy reform.
