The ”Child Education and Care Act” was announced on June, 10, 2011 after 14 years' efforts. After the kindergartens and nursery schools were integrated, students, teaching materials and the equipments should also be integrated. However, the teacher education was from two systems in universities, including department of early childhood in normal universities and department of early childhood care and education in technological universities. The teacher education was still in the plight of one nation and two systems.The study adopted literature analysis and questionnaire survey. The study subjects were the principals and teachers in public or private kindergartens in Maoli County, Taichung City and Changhua County. The conclusions were as follows.First, the preschool teachers in kindergartens thought the teachers should be integrated and could teach in all levels of schools.Second, ”the core curriculums” that cultivated the preschool teachers in kindergartens should be integrated.The salaries of the preschool teachers in public or private kindergartens should be gradually brought to the same level.
