我國老人教育政策與行政之研究

The Educational Policy and Administration Reserch of Our Senior Citizens

摘要


少子化、高齡化、全球化,乃當今社會變遷的新趨勢,因而促使老人福祉教育、終身學習與社區教育的發展,進而成為世界各國教育與社會改革的共同動向,各國均紛紛邁向學習社會邁進。一個社會國家的政經發展結構、定位、理想、目標之確立極為重要,而教育體制、教育政策、甚或教育改革等事項與社會變遷有著深切的關係。本文透過文獻探討、田野訪談、參加會議及座談會方式進行研究,其主要目的在於探討老人教育政策,更重要的關懷焦點在於提出老人教育政策之內涵,並確知老人福祉教育在未來改革的方向,以及國內市場相關老人福祉教育事業發展的潛力,是充滿無限的可能與寬廣的未來。老人教育政策白皮書訂定的主要目的,在於重視以教育方式使國人準備好如何面對高齡化的嚴峻挑戰,教育政策規劃與推展更形重要,面臨無可避免的人口結構高齡的社會,已是開發國家無可避免的趨勢,老人教育的推動是政府與社會刻不容緩的事務。

It's extremely important for a nation to set up its structure, position, vision and goal of the political and economical development. The educational system, strategy and revolution will have a profound relationship with the society's transformation. Declining birth rate, aging population and globalization are the trends of a changing society. Therefore, the development of aged welfare, life-time learning and social education has become a common motivating factor for the educational and social revolution around the world, leading to a global effort towards the migration of a learning society.This paper aims to propose a method for improving the quality of life, as well as the management of social welfare services for the aged, through the conferring of documents, field trip interviews, meetings and formal conferences. And more importantly, to highlight unlimited potential and future for the aged welfare services and education as well as the management of related aged welfare services. The purpose for this White paper of the educational policy for seniors is to stipulate and educate the society in paying attention to get ready to face the severe challenge of aging population. None the less, facing the aging population is unavoidable trend under the development country. Therefore, it is urgent affairs for the government and the society, to impels the senior education.
