Under government's policy cultivation, many community empowerment teams have built their teams these were shaped into star community empowerment teams. Community empowerment teams should be developed according to actual needs and problems, and promoting community empowerment should be aimed at solving community issues. The motivation for this conceptual transformation accords with the government guidance to transform community empowerment teams into social enterprises. However, in reality, few star community empowerment teams have transformed into social enterprise. This study analyzed this paradoxical phenomenon in community empowerment in Taiwan from a policy perspective and brought about the causes for star community empowerment teams not transforming into social enterprises. The reasons included the unbalanced allocation of human resources, lack of participation by community members, financial dependence and accountability, and policy-based guidance.
