Based on environment resource constrained of disadvantaged children, it has adverse effect on its growth and development of character. It prompted the researcher to think about how to enhance character learning effectiveness through character education program. The program is designed which is based on social learning theory, ethics of care theory and moral cognitive development theory. The program will also be evaluated the effectiveness by qualitative and quantitative evaluation. The findings of the study are listed below: The character education program has the immediate effectiveness. However, character education is a long-term educational process. It is gradually developed by continuous teaching, demonstration, learning and practice. Therefore, the expected objectives did not fully meet by the measurement of pretest and posttest. Finally, according to the analysis results and practical experience, the researcher makes discussion and suggestion.
