白河蓮花節之現有問題與未來經營策略：以深度訪談法研究

摘要

白河蓮花節於民國八十五年開始舉辦，成功的將農村產業文化與觀光發展相結合；但近年來，活動舉辦之成效却不如往年，依據白河鎮公所統計，民國八十九年，白河蓮花節造訪之遊客可達六十萬人次，但到了民國九十三年，遊客却下降至三十萬人次。本研究採用深度訪談法蒐集資料，並利用案例歸納及比較來分析白河蓮花節之現有問題與未來經營策略。研究發現：其他遊憩景點之競爭、政府補助金額減少、活動欠缺吸引力、缺乏整體規劃，以及蓮田景觀大不如前，是造成遊客減少的五個主要原因。雖然遊客減少，但白河鎮民仍支持白河蓮花節能夠繼續辦理下去。本研究建議，使遊客深度體驗白河特色、更有效率的管理方式與發展計劃，以及增加蓮田面積，應能夠吸引遊客到訪，有助於白河蓮花節重新再塑。

The Tainan Baihe Lotus Carnival is held since 1996. It helped Baihe to have a successful tourism development as well as famous for its lotus planting and farm characteristics. However, in recent years, visitors of the Lotus Carnival were found to be significantly decreased. In 2004, there was 300,000 visitors attend the Lotus Carnival, which was only the half in 2000. The focus of this research was to better understand the current problems of the Lotus Carnival. The primary data of this study was gathered by 11 qualitative in-depth interviews. Case comparisons were used to analyze the data. We found 5 factors can explain visitors' decrease: the competition of other recreation areas, the reduction of government financial support, unattractive activity designs, poor development plans, as well as worse lotus scenic. Although visitors were decreased, residents at Baihe were found to be continuously support the Lotus Carnival. We found approaches for attracting visitors is to help visitors in-depth realize Baihe's unique characteristics, to have a better management and development plan, and to encourage farmers' willingness of lotus plantation.
