摘要

本研究將從政治、社會、環境等不同角度，客觀探討在確保臺灣農業永續發展、繁榮農村經濟及維持農民收益的前提下，臺灣休閒農業區總量管制的必要性或可行性，並建議可行的管理機制或原則。本研究除檢討及分析休閒農業與總量管制相關法規外，將透過問卷調查及座談訪問等方式，瞭解產、官、學界對於休閒農業區總量管制的看法，並分析休閒農業區市場供需情形，評估總量管制之必要性。最後根據分析評估結果提出政策建議。
